Concurrence with the Executive Director's determination that the action by the City of Trinidad accepting the Commission's certification of LCP-1-TRN-17-0072-1 with modifications is legally adequate. (MBK-A)

b.  County of Humboldt LCP Amendment Application No. LCP-1-HUM-17-0066-1 (CalFire) Certification Review

Concurrence with the Executive Director's determination that the action by the County of Humboldt accepting the Commission's certification of LCP-1-HUM-17-0066-1 with modifications is legally adequate. (MBK-A)

c.  County of Humboldt LCP Amendment Application No. LCP-1-HUM-16-0075-2 (Cannabis) Time Extension

Public hearing and action to extend the 60-day time limit for Commission action for up to one year on request by Count of Humboldt for certification of a 3-part amendment to the certified Implementation Plan including (a) amending indoor personal use cultivation standards and adding standards for outdoor personal use cultivation; (b) adding standards governing facilities involved in retail distribution of cannabis; and (c) adding standards for commercial activities associated with cultivation, processing, manufacturing, and wholesale distribution of cannabis. Application of Trinidad Civic Club for authorization for: (1) previous relocation of Trinidad Memorial Lighthouse under emergency permits to temporary site at Trinidad Harbor, and (2) removal of Trinidad Memorial Lighthouse foundations and pavement from former blufftop location adjacent to intersection of Trinity and Edwards Streets in Trinidad, Humboldt County. Application of Southern Cross Cable Networks for state waters and on-land portion of project involving construction and operation of subsea fiber optic cable extending from existing cable landing site at Hermosa Beach, through state waters, and terminating in New Zealand and Australia, Hermosa Beach, Los Angeles County. Consistency certification of Southern Cross Cable Networks for portion of CDP No. 9-18-0593 in federal waters involving construction and operation of subsea fiber optic cable extending from existing cable landing site at Hermosa Beach, through state waters, and terminating in New Zealand and Australia, Hermosa Beach, Los Angeles County. b.  CC-0004-18 (SANDAG, Del Mar)

Consistency certification of San Diego Association of Governments for Del Mar Bluffs Stabilization Project 4 to repair existing retaining walls, storm drains, flow channels, slope failures, eroded areas, and access pathways to support existing trackbed and maintain railroad operations through the year 2050 along a 1.6-mile corridor between Seagrove Park and Torrey Pines, Del Mar, San Diego County. c.  CD-0005-18 (Corps of Engineers, Humboldt Co.)

Consistency Determination by U.S. Army Corps of Engineers for 2019 maintenance dredging of Federal navigation channels at Humboldt Harbor and Bay, with disposal of dredged sediments at the Humboldt Open Ocean Disposal Site, Humboldt County. (LS-SF)

Request by Hog Island Oyster Company to amend permit (previously issued to Intertidal Aquafarms) to expand shellfish aquaculture operations through use of new equipment and additional species and request after-the-fact approval for installation and use of on-bottom and off-bottom oyster cultivation equipment within 25 acre area of leased state tidelands in Tomales Bay, Marin County. d.  Permit No. 1-94-55-A1 (Hog Island Oyster Company, Marin Co.)

Request by Hog Island Oyster Company to amend permit (previously issued to Tom's Point Shellfish) to expand shellfish aquaculture operations through use of new equipment and additional species and request after-the-fact approval for on-bottom and off-bottom oyster and clam cultivation activities within approx. 128 acre area of leased state tidelands in Tomales Bay, Marin County. e.  Permit No. 5-09-071-A3 (City of Long Beach Colorado Lagoon Restoration Project)

Request by City of Long Beach to amend CDP 5-09-071 to construct an open channel connecting Colorado Lagoon and Alamitos Bay (Phase 2A of Colorado Lagoon Restoration Project), Long Beach, Los Angeles County. The amendment would also authorize the Executive Director to sign the Bank Enabling Instrument for the Colorado Lagoon Mitigation Bank established by the City of Long Beach. (KH-SF)
