DISCUSSION ITEMS

  1. ANNOUNCEMENT OF RESULTS FROM EXECUTIVE SESSION.

    Deputy Attorney General Cunningham reported that no action was taken at the Commission's Executive Session. Received public testimony.

  2. CONSIDERATION OF FINAL CERTIFICATION OF ENVIRONMENTAL DOCUMENTS, ADOPTION OF FINDINGS AND PROPOSED PROJECT (OR ALTERNATIVES) AND ADOPTION OF TAG QUOTA CHANGES, CLARIFICATIONS AND URGENCY CHANGES FOR THE 2003-2004 MAMMAL HUNTING AND TRAPPING REGULATIONS.

    The Department reported that it is still collecting the herd composition data; Department withdrew the draft environmental document for Furbearing and Trapping because there are no changes proposed for this year; no public testimony received; Commission took no action and will consider certification of the other seven environmental documents and consideration and adoption of proposed changes to the 2003-2004 Mammal Hunting and Trapping Regulations at its May 7-8, 2003, meeting in Riverside.

  3. CONSIDERATION OF ADOPTION OF PROPOSED AMENDMENTS TO SECTION 712, TITLE 14, CCR, RE: RESTRICTIONS OF IMPORTATION OF HUNTER-HARVESTED DEER AND ELK CARCASSES.

    Received the Department's proposal; received public testimony; Commission approved proposed amendments to Section 712, Title 14, CCR, re: Restrictions of importation of hunter-harvested deer and elk carcasses.

  4. CONSIDERATION OF ADOPTION OF PROPOSED AMENDMENTS TO SECTION 601, TITLE 14, CCR, RE: ENHANCEMENT AND MANAGEMENT OF FISH AND WILDLIFE AND THEIR HABITATS ON PRIVATE LANDS.

    Received the Department's proposal; no public testimony received; Commission approved proposed amendments to Section 601, Title 14, CCR, re: Enhancement and Management of Fish and Wildlife and their Habitats on Private Lands.

  5. RECEIPT OF PUBLIC COMMENTS ON THE PROPOSAL TO AMEND SECTION 1.74, TITLE 14, CCR, RE: MANDATORY RETURN OF STEELHEAD REPORT CARD. (Note: The adoption hearing is scheduled for May 8, 2003, in Riverside.)

  6. RECEIPT OF PUBLIC TESTIMONY ON PROPOSED CHANGES TO SECTION 7.00, TITLE 14, CCR, RE: TO ALLOW SPORT FISHING FOR HATCHERY COHO SALMON IN LAKE OROVILLE, BUTTE COUNTY. (Note: The adoption hearing is scheduled for May 8, 2003, in Riverside.)

  7. CONSIDERATION OF ADOPTION OF PROPOSED AMENDMENTS TO SECTION 27.80, TITLE 14, CCR, RE: OCEAN SALMON FISHING REGULATIONS.

    Received the Department's proposal; received public testimony; Commission approved proposed amendments to Section 27.80, Title 14, CCR, re: ocean salmon fishing regulations.

  8. CONSIDERATION OF ADOPTION OF PROPOSED AMENDMENTS TO SECTION 7.50(b)(91.1), TITLE 14, CCR, RE: KLAMATH-TRINITY RIVER SALMON REGULATIONS.

    Received the Department's proposal; received public testimony; Commission approved proposed amendments to Section 7.50(b)(91.1), Title 14, CCR, re: Klamath-Trinity River Salmon regulations.

  9. DISCUSSION OF MARINE REGION'S RULEMAKING WORK PRIORITIES FOR 2003.

    Deputy Director Mastrup presented the Marine Region's report on its rulemaking work priorities for 2003. Received public testimony. Commission suggested that the Department reevaluate the priority list and recommended that the Nearshore Phase III Implementation should be given higher priority; Commission directed the Department to partner with the Sea Urchin and Herring industries who have volunteered to assist the Department in writing proposed regulation changes; Commission requested the Department loan a senior level biologist position to the Commission Office to assist in carrying out the rulemaking needs of the Marine Region.

  10. RECEIPT OF PUBLIC TESTIMONY ON PROPOSED CHANGES TO SECTIONS 52.10, 150.06, AND 150.16, TITLE 14, CCR, RE: NEARSHORE REGIONAL TOTAL ALLOWABLE CATCHES, TRIP LIMITS AND WEEKDAY CLOSURES.

    Received the Department's proposal; received public testimony; Commission to consider adoption at its June 20, 2003, meeting in Mammoth Lakes.

  11. REQUEST TO PUBLISH NOTICE OF INTENT TO AMEND SECTION 671.1(a) (9), TITLE 14, CCR, RE: TRANSGENIC FISH.

    Received the Department's proposal; received public testimony; Commission to receive public testimony at its May 8, 2003, meeting in Riverside and consider adoption at its June 20, 2003, meeting in Mammoth Lakes.

  4. DEPARTMENT REQUEST FOR AUTHORIZATION TO ACCEPT 834 ± ACRES FOR A CONSERVATION EASEMENT TO BE KNOWN AS THE STILLWATER PLAINS MITIGATION BANK, SHASTA COUNTY.

  5. DEPARTMENT REQUEST FOR AUTHORIZATION TO ACCEPT 64 ± ACRES FROM THE NEWHALL LAND AND FARMING COMPANY FOR A CONSERVATION EASEMENT, LOS ANGELES COUNTY.
