The Executive Officer will report on various matters addressed since the previous Commission meeting.

An opportunity for members to disclose any meetings or conversations related to Commission business since the previous Commission meeting.
6.Public Testimony
Although no formal Commission action will be taken, this is an opportunity for interested members of the public to address the Commission regarding items of interest that are within the Commission’s jurisdiction, but that do not specifically appear on the agenda.
7.Update on Adjustments to DWR's 2016 Draft Basin Boundary Modifications
DWR staff will update the Commission on proposed changes to the 2016 Draft Basin Boundary Modifications presented on July 21, 2016. The Sustainable Groundwater Management Act gives the Commission the opportunity to hear and comment on the proposed modifications [Water Code 10722.2 (e)].
Letters Received by the Commission Concerning the Draft Basin Boundary Modifications:
8.Update on Best Management Practices (BMPs) under the Sustainable Groundwater Management Act
DWR staff will update the Commission on their progress developing BMPs.
9.WSIP Technical Presentation: Relative Environmental Values
Department of Fish and Wildlife staff will provide an overview of how they will determine the Relative Environmental Value of Ecosystem Benefits of proposed projects. State Water Board staff will provide an overview of how they will determine the Relative Environmental Value of the Water Quality Benefits of proposed projects.
10. WSIP Outstanding Issue Overview: Early Funding for Environmental Documentation and Permitting
 Commission staff will present a recommended approach for providing early funding to projects for Environmental Documentation and Permitting.
11. WSIP Technical Presentation: Framework for Quantifying Benefits
 Commission staff will provide an overview of the method applicants will use to quantify the benefits of their projects as outlined by the WSIP Technical   Reference Document.

3.  WSIP Outstanding Issue Overview: Major Regulation Sections and Articles
  Commission staff will present an outline of the major components of the draft WSIP regulations.
4.  WSIP Outstanding Issue Overview: Evaluation Criteria
  Commission staff will present recommended evaluation criteria and scoring methodology for proposed WSIP projects.
  
5.  WSIP Outstanding Issue Overview: Administration of Public Benefits
  Commission staff will present information on the concepts for future contracts for the administration of public benefits.
6.  Next Steps on Development of Draft WSIP Regulations
  Staff will summarize outstanding issues and recommended modifications to the draft WSIP regulations based on Commission input during the meeting. The Commission Chair will provide direction on incorporating the following proposed modifications:
  • Evaluation Criteria and Decision Making Process
  • Early Funding for Environmental Documentation and Permitting
7.  Consideration of Items for the Next California Water Commission Meeting
