Although no formal Commission action will be taken, this is an opportunity for interested members of the public to address the Commission regarding items of interest that are within the Commission’s jurisdiction, but that do not specifically appear on the agenda.
7.Update on Public Comments Received on the Water Storage Investment Program (WSIP) Revised Draft Regulations and Briefing on Concepts for Staff Recommended Changes
Commission staff will summarize public comments received on the WSIP draft regulations released September 2, 2016. Staff will discuss concepts for recommended changes to the draft regulations.
8.Action Item: Commission Direction on Recommended Concepts and Outstanding Issues Related to the WSIP Regulations
The Commission will discuss and provide direction to staff on the concepts discussed in the previous item and any outstanding issues. The Commission will vote on specific issues, including but not limited to:
  • Climate Change
  • Environmental Mitigation and Compliance Obligations
  • Management of Public Benefits
  • Project Scoring and Normalization
  • Commission Decision Making Process and Public Participation
9.Briefing on DWR’s 2016 Final Basin Boundary Modifications
  DWR staff will brief the Commission on the final Basin Boundary Modifications. The Sustainable Groundwater Management Act gives the Commission the opportunity to hear and comment on the proposed modifications [Water Code 10722.2(e)].
