4. AGENDA REVIEW:
The Commission may revise the order of agenda items depending on public interest and/or special presentations.
5. COMMUNITY COMMENTS AND SUGGESTIONS:
This public comment period is an invitation to members of the community to present issues, thoughts, or suggestions on matters not scheduled on this agenda. Comments should be limited to those matters that are within the jurisdiction of the Planning Commission. The Brown Act restricts the Commission from taking formal action on matters not published on the agenda. The Commission requests that public comment be limited to three (3) minutes and be accompanied by voluntary submittal of a “speaker slip” to facilitate meeting organization and preparation of the minutes.
6. WRITTEN COMMUNICATIONS:
Correspondence or supplemental information for the Planning Commission received after Agenda preparation. In compliance with the Brown Act, the Commission will not take action on correspondence relating to items that are not listed on the Agenda, but may schedule such matters for discussion or hearing as part of future agenda consideration.

7a.Approval of Minutes (WEICHINGER)
Recommended Action:Approve the minutes of the August 7, 2012 meeting.
8.PUBLIC HEARINGS:
8.a. Continued Conditional Use Permit No. 12-007; Location Southwest Corner of The Pike and South Elm Street; Applicant – Peter Burtness and Annie Roberts. (McCLISH/FOSTER)
Recommended Action:It is recommended that the Planning Commission continue
its consideration of the proposed project to a date uncertain.

8.b. Plot Plan Review No. 12-011; Placement and use of three (3) propane cylinder exchange cages in the Regional Commercial (RC) zoning district; Location – 1168 West Branch Street; Applicant – Walmart. (McCLISH/DOWNING)
The Planning Commission will consider a proposed mixed-use project consisting of twenty-eight (28) apartments and a 1,200 square-foot commercial building on 1.27 acres of vacant land in the Office Mixed-Use (OMU) zoning district.  Recommended Action:  It is recommended that the Planning Commission adopt a resolution approving Conditional Use Permit No. 12-007.

 Appeal of Determination Relating to Viewshed Review Case No. 12-002; Location– 940 Cameron Court; Appellant – Arlene Pilkington. (McCLISH/NYGAARD)
Recommended Action:It is recommended that the Planning Commission  deny an appeal of the Community Development Director’s approval of Viewshed Review 12-002 to allow a second floor addition to an existing single story residence in the Single Family (SF) zoning district.

 Development Code Amendment 12-004; An Ordinance to Amend Regulations for Floodplain Management; Location – Citywide; Applicant – City of Arroyo Grande. (McCLISH)
The Planning Commission will consider an advisory recommendation to the City Council regarding an ordinance amending Sections 16.04.070 and 16.44.050 of the Arroyo Grande Municipal Code regarding floodplain management.

10. NOTICE OF ADMINISTRATIVE DECISIONS:
This is a notice of administrative decision for minor use permits, including any approvals, denials or referrals by the Community Development Director. An administrative decisionmust be appealed or called up for review by the Planning Commission by a majority vote.
