1. Update on Printery and Community Center

X Description: This update will include current programs and activities, FEMA funding, and site conditions.

X Fiscal Impact: None.

X Recommendation: Council receive and file report.

2. City Appeal of Federal Emergency Management Agency (FEMA) Funding – City Administration Building

Motion and Vote

X Fiscal Impact: The City is requesting $10,002,696 in new funding from FEMA and is requesting the reclassification of $9,106,080 from Hazard Mitigation Funding to Repair Funding.

X Recommendation: Council approve the First Level Appeal of PW 229-1 (Atascadero City Hall) submitted to the Office of Emergency Services (OES) on February 1, 2008. [City Manager]

3. Atascadero Road Program

X Description: An update report on the Atascadero Road Program.

X Fiscal Impact: If Council directs staff to include bike and pedestrian access or emergency access routes, other funded road projects would have to be eliminated.

X Recommendations: Council:

1. Receive report on the Atascadero Road Program; and,

2. Direct staff to proceed on the design for the Del Rio Road and San Jacinto Ave Road Rehabilitation Projects without increased width for bicycles and pedestrians due to cost constraints; and,

3. Provide staff direction on emergency access route projects and funding. [Public Works]

4. Atascadero Trail Project

X Fiscal Impact: The public process, design, right-of-way and construction of this project could cost the City an estimated additional $200,000.00. Acceptance of this project would require the elimination of a budgeted project.

X Recommendation: Council provide staff direction on the acceptance of the Atascadero Trail Project Grant [Public Works]

X Fiscal Impact: Depending on the level of public outreach and input, the cost of developing the strategy will range from $90,000-$120,000. Related support costs and costs for the public process are estimated to be $20,000. Additionally, the cost for the "Just Listening…ummit on Downtown," (which Council authorized staff to conduct in February, 2008) will be approximately $10,000, for an estimated total of $150,000.

In June, the Council budgeted $110,000 for economic studies. Of that amount, $7,000 was spent on "Just Listening…houghts on Economic Development," and $14,500 has been allocated to tourism studies, leaving a balance of $88,500. To fund the full study and related activities, an additional $61,500 is needed. Funding is available in Redevelopment Fund Reserves. If the Council approves moving forward with the study and related public outreach activities, staff will return to the Redevelopment Agency to request appropriation of these additional funds.

X Recommendation: Council authorize the City Manager to execute a contract with Applied Development Economics of Walnut Creek, California, to serve as the City’s economic development consultant to update the City’s Economic Development Strategy. [City Manager]

City of Atascadero WELCOME TO THE ATASCADERO CITY COUNCIL MEETING The City Council meets in regular session on the second and fourth Tuesday of each month at 7:00 p.m., at the City Hall Council Chambers, 6907 El Camino Real, Atascadero. Matters are considered by the Council in the order of the printed Agenda.
Copies of the staff reports or other documentation relating to each item of business referred to on the Agenda are on file in the office of the City Clerk and are available for public inspection during City Hall business hours at the Front Counter of City Hall and on our website, An agenda packet is also available for public review at the Atascadero Library, 6850 Morro Road. Contracts, Resolutions and Ordinances will be allocated a number once they are approved by the City Council. The minutes of this meeting will reflect these numbers. All documents submitted by the public during Council meetings that are either read into the record or referred to in their statement will be noted in the minutes and available for review in the City Clerk's office. Council meetings are video taped and audio recorded, and may be reviewed by the public. Copies of meeting recordings are available for a fee. Contact the City Clerk for more information (470-3400). 7. No one may speak for a second time until everyone wishing to speak has had an opportunity to do so, and no one may speak more than twice on any item.

If you wish to use a computer presentation to support your comments, you must notify the City Clerk's office at least 24 hours prior to the meeting. Digital presentations brought to the meeting on a USB drive or CD is preferred. Access to hook up your laptop to the City's projector can also be provided. You are required to submit to the City Clerk a printed copy of your presentation for the record. Please check in with the City Clerk before the meeting begins to announce your presence and turn in the printed copy. The Mayor will announce when the public comment period is closed, and thereafter, no further public comments will be heard by the Council.
