(All items on the consent calendar are considered to be routine and non-controversial by City staff and will be approved by one motion if no member of the Agency Board or public wishes to comment or ask questions. If comment or discussion is desired by anyone, the item will be removed from the consent calendar and will be considered in the listed sequence with an opportunity for any member of the public to address the Agency Board concerning the item before action is taken. DRAFT MINUTES: Agency meeting draft minutes are listed on the Consent Calendar for approval of the minutes. Should anyone wish to request an amendment to draft minutes, the item will be removed from the Consent Calendar and their suggestion will be considered by the Agency Board. If anyone desires to express their opinion concerning issues included in draft minutes, they should share their opinion during the Community Forum portion of this meeting.)

 UPDATES FROM THE CITY MANAGER: (The City Manager will give an oral report on any current issues of concern to the City Council.)


 COMMUNITY FORUM:
(This portion of the meeting is reserved for persons wanting to address the Council on any matter not on this agenda and over which the Council has jurisdiction. Speakers are limited to three minutes. Please state your name for the record before making your presentation. The Council may take action to direct the staff to place a matter of business on a future agenda. A maximum of 30 minutes will be allowed for Community Forum, unless changed by the Council.)

 RECONVENE: The Mayor will reconvene the City Council general session at the conclusion of the Special Joint Meeting of the City Council / Planning Commission.

The Council may take action on items listed on the Agenda.)

a.  RECONSIDERATION:
Council Member Kelley requests the City Council reconsider their direction to staff at the May 11, 2010 regular session under Item C-1 to prepare an economic analysis of 20 theaters in Atascadero with a cost of up to $10,000.

b.  MOTION UNDER RECONSIDERATION:
Motion by Mayor Fonzi and seconded by Council Member Kelley to direct staff to prepare an economic analysis of 20 theaters in Atascadero with a cost of up to $10,000. (Motion passed 4:1 by a roll-call vote -- Béraud opposed)

Council Member Kelley requests the City Council consider amending the Council Norms and Procedures 2009 by adding, under the Public Meetings section the following: “If the City Council votes to go past 11:00 p.m., they will go no more than 30 minutes to enable the Council to wrap up the current item, and continue any items remaining on the agenda.”

 EIR Scoping Meeting – Del Rio Road Commercial Area Specific Plan (Walmart / The Annex Project)

 
 Public Comment on Item
  • Fiscal Impact: This commercial project is expected to be revenue positive for the City.
  • Recommendation: Council conduct an EIR scoping meeting consistent with the requirements of the California Environmental Quality Act (CEQA). [Community Development]


C. MANAGEMENT REPORT:


1.  Project Review – Del Rio Road Commercial Area Specific Plan (Walmart / The Annex Project)

 
 Public Comment on Item
  • Fiscal Impact: This commercial project is expected to be revenue positive for the City.
  • Recommendation: Council take public comment on general project issues and provide staff with any additional project comments not covered under the EIR scoping. [Community Development]


PUBLIC COMMENT: Members of the public may address the legislative bodies concerning the subject of this Special Joint Meeting, limited to three (3) minutes each.


ADJOURNMENT:
The City Council will adjourn to their regular session, currently in recess; and the Planning Commission will adjourn to their next regularly scheduled meeting.
