November 2013 Accounts Payable and Payroll
Fiscal Impact: $2,672,477.12
Recommendation: Council approve certified City accounts payable, payroll and payroll vendor checks for November 2013. [Administrative Services]
Historic City Hall Project Bid Awards: ACH-20 Electrical Add Alternate
Fiscal Impact: The total fiscal impact of this change order is $7,500 in budgeted City Hall Project Funds.
Recommendation: Council authorize the City Manager to execute Change Order #58 with Taft Electric in the amount of $7,500. [City Manager]

Stormwater Drainage Standards Adoption, and Proposed Stormwater Control Ordinance
Fiscal Impact: Adoption of the revised Storm Drainage Standards will not have a direct fiscal impact on the City’s General Fund. Implementation of the proposed Storm Water Ordinance will have an impact on staff’s time.
Adopt amended Standard Specifications, Section 5 - Storm Drainage Standards, that incorporate the Central Coast Water Board’s Post Construction Requirements for Development in the Central Coast Region; and,
Introduce for first reading, by title only, the proposed Stormwater Pollution Prevention Ordinance that is required by the State Water Resource Control Board’s recently adopted Municipal Stormwater Permit. [Public Works]

Agreement with the Regional Transportation Agency on Consolidated Fixed Route Transit Service
Fiscal Impact: Consolidation of fixed route services in the North County is expected to realize an annual cost savings to Atascadero of $90,000-$133,000
Recommendation: Councili authorize the City Manager to enter into an Agreement with the San Luis Obispo Regional Transit Authority (RTA) and the San Luis Obispo Council of Governments (SLOCOG) for the implementation of consolidated fixed route local and regional service in North San Luis Obispo County. [Public Works]
