Proposed Amendments to Title 3, Chapter 16 of the Atascadero Municipal Code Regarding ATBID Membership Requirements, Nomination Process, and Length of Terms
Fiscal Impact: None.
Recommendation: Council introduce, for first reading by title only, the Draft Ordinance amending Title 3, Chapter 16 of the Atascadero Municipal Code regarding ATBID membership requirements, nomination process, and length of terms. [City Manager]

Pending General Plan Amendment - Request for Authorization to Process PLN 2015-1570 - Solano Road General Plan Amendment -(Hochhauser/Giessenger)
Fiscal Impact: If the project is approved for processing, it should be required to be fiscally neutral so the added residential units fund their own on-site improvements and maintenance, as well as their fair share of off-site improvements and impacts to City emergency services.
Recommendation: Council give Staff feedback and direct Staff to provide further analysis of commercial vacancies within the City and a potential new or revised policy on mid-block development. [Community Development]
Pending Zoning Text Amendment - Request for Authorization to Process PLN 2015-1571 - Office Uses in the Downtown Commercial Zone
Fiscal Impact: If the project is authorized for processing, it will ultimately result in encouraging office uses to relocate to preferred office locations outside of the downtown core, supporting redevelopment of the downtown core to tax generating uses.
Recommendation: Council give Staff feedback, and direct Staff to return with suggested Code revisions following outreach with the Chamber of Commerce. [Community Development]
