Purpose:

The Delta Independent Science Board (Delta ISB) will discuss its review on the updated Delta Science Plan, and may take action by considering the approval of the review’s content. In addition, the Delta ISB will discuss the status of current reviews, including outreach for the completed water quality review and the status of planning a workshop to help inform the Delta ISB’s water supply reliability review.

Outside of its usual business matters, the Delta ISB will host a workshop to help inform its ecosystems review on the available science and the use of that science to protect, restore, and enhance the Delta ecosystem in the context of an ever-changing complex of species.

This workshop, which will include a panel discussion, will explore the broad conceptual and scientific issues concerning non-native species and their ecological impacts.

Presenters at the workshop include Dr. Jim Cloern (United States Geological Survey), Dr. Ted Grosholz (UC Davis), Dr. Peter Moyle (UC Davis), Dr. Marcel Rejmanek (UC Davis), and Ms. Martha Volkoff (California Department of Fish and Wildlife).

"Coequal goals" means the two goals of providing a more reliable water supply for California and protecting, restoring, and enhancing the Delta ecosystem. The coequal goals shall be achieved in a manner that protects and enhances the unique cultural, recreational, natural resource, and agricultural values of the Delta as an evolving place.

Each presenter will provide their perspective on one of the topics in the prospectus for the ecosystems review (e.g., species turnover, impacts to ecosystems, effects on ecological restoration, etc.). After each 20-minute presentation, there will be an opportunity for the Delta ISB and members of the public to ask questions.

The Delta ISB will moderate a panel discussion with the presenters that will focus on the ability of science to help managers decide when a new non-native colonization is no longer reversible and when it is likely to catalyze further invasions.

Members of the public shall be provided an opportunity to address the Delta ISB on any agenda items except closed session items and those items for which the public has already been afforded such opportunity at an earlier meeting. In addition, comments during the Public Comment period shall be limited to matters within the Delta ISBs jurisdiction and not on the agenda. Reasonable time limits may be established for public comments (Government Code Sections 11125.7).
