Staff will update the Board on the off-road regulation, including an assessment of 1) the effect of the current recession on emissions from fleets subject to the regulation, using available information including reporting data submitted to the Diesel Off-Road On-Line Reporting System (DOORS), and 2) the Associated General Contractors (AGC) emissions inventory modeling analysis presented to the Board in December 2009. In addition, staff will summarize the March 11 Executive Officer hearing concerning the need for further amendments to the off-road regulation. Staff will also update the Board with the latest information regarding the recession’s effect on emissions from fleets subject to the truck and bus regulation.
