16-7-1:
 Public Meeting to Consider 2016 Ozone State Implementation Plan for the San Joaquin Valley

The Board will consider the San Joaquin Valley Air Pollution Control District 2016 State Implementation Plan (SIP) for the 2008 federal 0.075 parts per million 8-hour Ozone standard.  The SIP demonstrates the Valley will attain the standard by 2031. If approved, the plan will be 
forwarded to the United States Environmental Protection Agency for inclusion in California’s State Implementation Plan.

16-7-2: Public Hearing to Consider a Proposed Regulation for Greenhouse Gas Emission Standards for Crude Oil and Natural Gas Facilities

Spanish translation will be provided at the Board Meeting for this item, Item 16-7-2.

The Board will consider proposed greenhouse gas emission standards for crude oil and natural gas production facilities, natural gas processing plants, natural gas gathering, boosting, and transmission compressor stations, and underground natural gas storage facilities.  A draft environmental analysis prepared under the California Environmental Quality Act is included in the report released May 31, 2016. This is the first of two planned hearings on the item, and the Board will not take action to adopt the proposed regulation at this hearing. Staff anticipates presenting a proposed final regulation, along with the finalized environmental documents, to the Board in spring 2017.

16-7-3: Public Hearing to Consider Proposed Amendments to the Large Spark-Ignition Engine Fleet Requirements Regulation

The Board will consider staff's proposal to amend the current requirements of the Large Spark-Ignition (LSI) Engine Fleet Requirements Regulation to require operators with fleets subject to the regulation to report specific information about their LSI equipment to the Board beginning June 30, 2017, and annually thereafter, label their LSI equipment with a unique equipment identification number assigned by the Executive Officer and continue the  recordkeeping requirements until 2023

16-7-4: Public Meeting to Hear an Informational Update on Overcoming Barriers to Zero and Near-Zero Emission Transportation in Low Income Communities

The Board will hear an overview of a study being developed pursuant to Senate Bill 350 on the barriers low-income consumers face to access zero-emission and near-zero emission transportation options throughout the State.

 Public Meeting to Hear an Update on the Joint Draft Technical Assessment Report for the Midterm Evaluation of the 2022-2025 Greenhouse Gas Standards and Corporate Average Fuel Economy Standards for Light-Duty Vehicles

The Board will hear an update on the results of a comprehensive Joint Draft Technical Assessment Report for the Midterm Evaluation of the 2022-2025 model year greenhouse gas standards and Corporate Average Fuel Economy standards for light-duty vehicles. The report  was prepared by the Air Resources Board, United States Environmental Protection Agency, and National Highway Traffic Safety Administration.
