Appeal No. A5-VEN-07-200 (Amuse Café Partners, Venice) Appeal by James Murez from decision of City of Los Angeles granting permit with conditions for the conversion of a two-story, 1,184 sq. ft., single-family residence into a 685 sq. ft. restaurant with twelve parking spaces (five on-site and seven off-site parking spaces) at 796 Main Street, Venice, City of Los Angeles, Los Angeles County. COASTAL PERMIT APPLICATIONS.  See AGENDA CATEGORIESAttention:  Items appearing in this section of the agenda may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation.  If an item is moved to the Consent Calendar it will be processed in the same manner as other Consent Calendar items (See AGENDA CATEGORIES) except that if that item is subsequently removed from the Consent Calendar by a vote of three or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner Coastal Permit Applications are processed.  The purpose of this procedural change is to expedite the Commission's coastal development permit process.

Application No. 5-07-124 (City Of Santa Monica,  Santa Monica)  Application of City of Santa Monica to replace approximately 29,700 sq. ft. of pavement (83 parking spaces) within 1,319 parking space public beach parking lot with natural turf as beach parking lot runoff reduction and greening demonstration project.   Monitoring wells will be added to gather water quality data.  The turf area and adjacent 43,300 sq. ft. area (181 parking spaces) will be used as a public playfield during non-peak beach use days and as parking during peak beach use days, at 2030 Barnard Way, Santa Monica, Los Angeles County.    b. Application No. 5-06-488 (Coaloa, Pacific Palisades)  Application of Esteban Coaloa to construct 2 rows of retaining walls for slope protection of single-family home and construct deck extended above walls.  The retaining walls consist of twenty, approximately 60-ft. deep solider piles for remedial stabilization of bluff top property, at 515 Muskingum Avenue, Pacific Palisades, Los Angeles County.    a. Application No. R-5-06-42 (Pacific Jewish Center, L A/Santa Monica/Marina Del Rey, Venice)  Request by Marina Peninsula Neighborhood Association, CLEAN and Los Angeles Audubon Society to revoke permit granted by Commission to (1) attach 20-ft-high 1-5/8 inch diameter galvanized metal pole extenders to County information signs at 19 locations at unpaved street ends/beach from Ocean Front Walk between Catamaran Street and Via Marina, Venice to entry channel fence, (2) stretch 200 lb. test monofilament line (fishing line) between existing street lights from Seaside Terrace, in Santa Monica, to Catamaran Street; (3) attach line to pole extenders between Catamaran Street and Topsail Street to light poles along Ocean Front Walk south of Topsail Street, to Via Marina, Venice to 14-ft. pole at entry channel fence.  In addition, (1) install 1” x 6” streamers on line in vicinity of Least Tern nesting area (between Hurricane and Via Marina) to increase visibility for birds; (2) conduct weekly inspections, remove downed line and repair breaks as required, at Street Lights Between Seaside Way, Santa Monica To Via Marina, Venice; pole extenders attached to county lifeguard signs at 19 street ends at Ocean Front Walk/Speedway  between Catamaran and Via Marina, at Los Angeles/Santa Monica/Marina Del Rey, Venice, Los Angeles County.    a. City of Carpinteria LCP Amendment No. 1-07 Time Extension. Public hearing and action to extend time limit for one year on request by City of Carpinteria to amend its LCP to include prohibition on medical marijuana dispensaries within City boundaries and to include procedure for granting reasonable accommodation to zoning and building laws, rules, policies, practices and/or procedures of City in order to allow for physical building changes that are necessary to provide disabled persons equal access.   b. City of Ventura LCP Amendment No. 2-07 Time Extension. Public hearing and action to extend time limit for one year on request by City of Ventura to amend its LCP to replace the 1993 Downtown Specific Plan policies with the 2007 Downtown Specific Plan land use policies and implementation measures. Appeal No. A-4-STB-07-052 (HR52 Partnership, Santa Barbara Co.)  Appeal by Commissioners Kruer & Wan from decision of County of Santa Barbara granting permit to HR52 Partnership for construction of 795 sq. ft. guesthouse with attached 589 sq. ft. garage, improvements to existing 300-ft. long access road, improvements to Segundo Road, water tank, and 800 cu. yds. grading located on Parcel 52, Hollister Ranch, Santa Barbara County. Appeal No. A-4-STB-06-054 (Chase, Santa Barbara Co.)  Appeal by Commissioners Wan & Woolley; Bruce Murdock; Rick and Janet Stich; and Edward Maguire from decision of County of Santa Barbara granting permit for construction of single family home.  The project includes construction of 1,798 sq. ft., 29-ft-high, single-family home with 419 sq. ft. garage and carport and 567 sq. ft. of decks on 6800 block of Del Playa Drive, Isla Vista, Santa Barbara County. c. Appeal No. A-4-STB-06-055 (Chase, Santa Barbara Co.)  Appeal by Commissioners Wan & Woolley; Bruce Murdock; Rick and Janet Stich; and Edward Maguire from decision of County of Santa Barbara granting coastal development permit for construction of single-family home.  The project includes construction of 1,998 sq. ft., 29-ft- high, single family home with 610 sq. ft. garage-carport-laundry, and 828 sq. ft. of decks on 6800 block of Del Playa Drive, Isla Vista, Santa Barbara County. d. Application No. 4-06-113 (Los Angeles Co. Dept. of Public Works) Application of Los Angeles County Department of Public Works to construct three soldier pile retaining walls (total 162 lineal feet) with drain pipe system at three outboard section locations to prevent failure of Greenleaf Canyon Road between Mile Markers 0.59 and 0.68, Santa Monica Mountains, Los Angeles County.  (JJ-V)

  e. Application No. 4-06-163 (Malibu Valley Farms, Inc., Santa Monica Mountains, Los Angeles Co.) Application of Malibu Valley Farms, Inc. requesting after-the-fact approval for equestrian facility used for horse breeding, raising, training, stabling, exercising, boarding and rehabilitation, including as-built riding arenas, fencing, a dirt access road with two at-grade crossings through Stokes Creek, corrals, paddock, mare motel, shelters, covered pipe barns, tack rooms, barn, manure storage areas, and parking lot. The proposed project also includes the addition of vegetative swales, bioretention basin with riprap pad, and 0.5-acre riparian restoration, and the removal of various pipe and covered corrals, cross-tie areas, storage containers, and tack rooms, located at 2200 Stokes Canyon Road, Santa Monica Mountains, Los Angeles County.
