3. WELCOME.  Welcome and introductions by local officials.

ENERGY, OCEAN RESOURCES  and FEDERAL CONSISTENCY

4. ENERGY and OCEAN RESOURCES REPORT.  Report by the Deputy Director on permit waivers, emergency permits, immaterial amendments & extensions, matters not requiring public hearings, and status report on offshore oil & gas exploration & development. (AD-SF)

5. COASTAL PERMIT APPLICATIONS.  See AGENDA CATEGORIESAttention:  Items appearing in this section of the agenda may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation.  If an item is moved to the Consent Calendar it will be processed in the same manner as other Consent Calendar items (See AGENDA CATEGORIES) except that if that item is subsequently removed from the Consent Calendar by a vote of three or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner Coastal Permit Applications are processed.  The purpose of this procedural change is to expedite the Commission's coastal development permit process.

a. Application No. E-05-002 (Venoco, Inc., City of Goleta).  Application of Venoco Inc. to repair seaward-facing wall of Pier 421-1, including (1) create temporary sand ramp for beach access to project site; (2) remove caisson debris and rebar from beach; (3) drive 20 steel pilings into pier and lay new deck for equipment support; (4) install 15 steel pilings in front of pier and 56 pre-cast concrete panels between pilings and (5) fill space between old and new walls with 200 yards of concrete slurry, in City of Goleta, Santa Barbara County. a. CC-079-06 (BHP Billiton LNG International Inc., Ventura and Los Angeles Counties).  Commission objection to consistency certification by BHP Billiton to construct and operate (1) a liquefied natural gas (LNG) floating storage and regasification unit (FSRU) and LNG carrier berth in federal waters about 14 miles offshore coasts of Ventura and Los Angeles counties; and (2) two 21-mile long 24-inch diameter natural gas pipelines in federal and state waters landing within the Ormond Beach Generating Station. 7. COMMISSION FIELD TRIP. The Commission will take a field trip to view the Avila Beach "Tank Farm" (also referred to as "Fossil Point") and the Point San Luis Lighthouse.  Members of the public who are interested in participating in the field trip should call the Santa Cruz office at (831) 427-4863.  Space will be extremely limited, and available by reservation only.  Due to security and safety issues associated with these sites, private vehicles will not be allowed to follow along the route of the field trip.

a. Condition Compliance.  Status of condition compliance for PG&E permit A-3-SLO-04-035, approved construction and operation of radioactive waste storage facility (ISIFSI) at Diablo Canyon power plant north of Avila, County of San Luis Obispo. Report on status of compliance with condition No. 3 concerning provision of a managed access plan for Diablo Canyon lands. (CL-SC)

SOUTH COAST DISTRICT (Orange County)

8.5. LOCAL COASTAL PROGRAMS (LCPs).  See AGENDA CATEGORIES.

a. City Of Huntington Beach LCP Amendment No. HNB-MAJ-1-6 (Shea-Parkside). Proposed LCP amendment to certify approximately 50 acre area which was previously deferred certification, designating 38.4 acres as low density residential, 8.2 acres as parkland, and 3.3 acres as conservation. The amendment would affect both Land Use Plan & Implementation Plan portions of LCP. The project site is located adjacent to and west of Graham Street, north of Wintersburg Garden Grove flood control channel, and south of Kenilworth, Huntington Beach, Orange County. (MV-LB)

a. San Luis Obispo County LCP Amendment No. SLO-MAJ-1-06 PART 1  (Cambria & San Simeon Acres Community Plans). Public hearing and action on request by San Luis Obispo County incorporate the Cambria and San Simeon Acres Community Plans into the North Coast Area Plan segment of the Land Use Plan. (JB-SC)

b. San Luis Obispo County LCP Amendment No. SLO-MAJ-1-06 PART 2  (Fiscalini Ranch). Public hearing and action on request by San Luis Obispo County to amend the land use designations and planning area standards of the Fiscalini Ranch in the North Coast Area Plan segment of the Land Use Plan. (JB-SC)

c. San Luis Obispo County LCP Amendment No. SLO-MAJ-1-06 PART 3  (Coastal Zone Land Use Ordinance). Public hearing and action on request by San Luis Obispo County to amend Coastal Zone Land Use Ordinance Sections 23.05.050 and 23.06.100 regarding water quality and drainage; Section 23.05.062 regarding tree removal; Section 23.07.170 regarding development within or adjacent to environmentally sensitive habitats; and Section 23.07.172 regarding mineral extraction in wetlands.(JB-SC)

a. Appeal No. A-3-PSB-06-1 (H M W Group, L T D, Pismo Beach)  Appeal by Commissioners Kruer & Reilly from decision of City of Pismo Beach granting permit with conditions to H M W Group, L T D for (1) demolition of 13 small rental cabins and 7,000 sq. ft. commercial building, (2) construction of 77,585 sq. ft., 3-story, 69-room ocean front hotel with 2 conference rooms, fitness center, underground parking, and foundation designed to function as seawall, (3) construction of outdoor courtyard available for public use with access connections to adjacent public pedestrian boardwalk, (4) replacement of seawall foundation with caisson/piling foundation, (5) increase structural setbacks from adjacent public boardwalk, and (6) incorporate lot line adjustment, at 147 Stimson (downtown Core Planning Area), Pismo Beach, San Luis Obispo County. (MW-SC)

Appeal No. A-3-SLO-07-024 (SLO Land Corp., Cayucos)  Appeal by Commissioners Reilly & Wan from decision of County of San Luis Obispo granting permit with conditions to SLO Land Corporation for construction of 3, 2-story single family homes and access improvements adjacent to Little Cayucos Creek, at Birch Avenue & "E" Street, Cayucos, San Luis Obispo County. (AK-SC)
