a.  Sonoma County LCP Amendment No. SON-MAJ-1-06 Certification Review. Concurrence with the Executive Director’s determination that the action by Sonoma County, accepting certification of LCPA No. SON-MAJ-1-06 with suggested modifications is legally adequate. (DM-SF)

a.  Appeal No. A-2-SMC-09-009 (Michael Turnrose and Carl Hoffman, San Mateo County) Appeal by Commissioners Steve Blank and Sara Wan of a decision of San Mateo County granting a permit to Michael Turnrose and Carl Hoffman for the creation of a 32-acre parcel and a 20.01-acre parcel through a Conditional Certification of Compliance (Type B) and drilling of three test wells, at 2800 Tunitas Creek Road, Unincorporated Half Moon Bay, San Mateo County. 6. PUBLIC WORKS PLAN.

a.  Montara Water and Sanitary District Public Works Plan No. 2-06-006 Certification Review. Concurrence with the Executive Director’s determination that the action by the Montara Water and Sanitary District, accepting certification of PWP No. 2-06-006 with suggested modifications is legally adequate. 7. PERMIT AMENDMENTS.  See AGENDA CATEGORIES.  An Amendment below may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation.  If an item is moved to the Consent Calendar it will be processed like other Consent Calendar items (See above) except that if that item is subsequently removed from the Consent Calendar by a vote of 3 or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner material amendments are processed.

a.  Permit No. 3-83-172-A3/1-97-20 (Pacific Skies Estates) Request by Pacific Skies Estates to amend permit granted for construction of 800-ft. long shoreline revetment to include: (1) after-the-fact authorization of emergency repairs performed in 1996, (2) placement of additional riprap, and (3) on-going maintenance, at 1300 Palmetto Avenue, Pacifica, San Mateo County. Appeal by Rosann Broten of San Luis Obispo County decision granting permit with conditions to Michael Williams for construction of 590 sq.ft., 2-story guest house and 451 sq.ft. deck adjacent to existing single-family home, at 5246 Plymouth Street, Cambria, San Luis Obispo County. a. Application No. A-3-SNC-98-114 (SNG Development Co. Monterey Bay Shores Resort, Monterey Co.) Application of SNG Development Co. (on remand from court decision) to construct 360,000 sq.ft. mixed-use residential and visitor serving development (Monterey Bay Shores Resort) including 160 hotel rooms, 180 condominium units (92 residential, 46 visitor-serving residential, and 42 visitor-serving units), restaurant, conference center, spa, 3 swimming pools, surface and underground parking (for 841 vehicles), public and private access trails, dune/habitat restoration, and related infrastructure including water, sewer, stormwater systems, and various energy reduction technologies (solar, wind, geothermal, etc.) requiring some 695,000 cu.yds. of grading (and 418,000 cu.yds. of sand disposal) in sand dunes seaward of Highway One, Sand City, Monterey County. b. Application No. 3-05-19 (San Simeon Community Services District, San Luis Obispo Co.) Application of San Simeon Community Services District for after-the-fact permit to recognize rip-rap originally placed in 1983 along the bank below the District’s wastewater treatment plant, at 9245 Balboa Ave., San Simeon, San Luis Obispo County. c. Application No. 3-08-46 (California Dept. of Parks and Recreation, Monterey Co.) Application of the California Dept. of Parks and Recreation to manage the water level in Carmel River Lagoon each spring through modification of sandy beach between the lagoon and ocean to increase height of beach and create high-elevation outlet channel to enhance habitat for fish and wildlife in the Lagoon, located at Carmel River State Beach, Monterey County. d. Application No. 3-08-48 (ZHG Inc., Monterey) Application of ZHG Inc. to remodel Best Western Beach Resort including enclosing exterior balconies and other exterior modifications, reconfigure interior spaces, demolish existing meeting/office building and replace with new conference center, construct additional parking areas, and related improvements, at 2600 Sand Dunes Drive, Monterey, Monterey County.
