b.  Application No. 5-09-208 (De La Pena, Laguna Beach) Application of William De La Pena to substantially demolish and reconstruct 3,916 sq.ft. single-family home with attached garage and add new semi-subterranean, 813 sq.ft. lower level (requiring 469.5 cu.yds. cut grading) within footprint of existing residence with bluff-side windows/doors and landing with pavers; replace existing 218 sq.ft. bluff-side wood balcony deck; replace all doors, windows, stucco façade, roof, utilities, and all interior walls; front courtyard improvements including new pool; landscape and drainage improvements; and request for after-the-fact approval of substantial demolition of walls, doors, windows, roof, install new caisson and grade beam foundation system beneath residence and grading for courtyard pool, at 111 South La Senda, Laguna Beach, Orange County.
