a.  Humboldt County LCP Amendment No. HUM-MAJ-1-09 (New Heart Community Church). Certification Review. Concurrence with the Executive Director’s determination that the resolutions adopted by Humboldt county accepting certification of HUM-MAJ-2-9 (New Heart Community Church are legally adequate. The amendment involves amendments to both the County’s certified Land Use Plan and Implementation Plan to change the plan and zoning designations of an approximately 4.5-acre parcel at 899 Murray Road at the intersection of the Highway 101 South off-ramp and West Murray Road in the McKinleyville area (APN 511-401-039) from commercial recreation (CR) to public facilities-urban (PF-urban). a. Appeal No. A-1-MEN-10-39 (Hohnloser, Mendocino Co.) Appeal by Commissioners Wan& Sanchez from decision of County of Mendocino granting permit with conditions to Jorg Hohnloser for Coastal Development Boundary Line Adjustment to reconfigure 2 legal parcels creating lots of 1.21+- acres & 1.42+- acres, at 36420 & 36430 South Highway One, Anchor Bay, Mendocino County. (TG-E)

13. COASTAL PERMIT APPLICATIONS. See AGENDA CATEGORIES. Attention: Items appearing in this section of the agenda may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation. If an item is moved to the Consent Calendar it will be processed in the same manner as other Consent Calendar items (See AGENDA CATEGORIES) except that if that item is subsequently removed from the Consent Calendar by a vote of three or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner Coastal Permit Applications are processed. The purpose of this procedural change is to expedite the Commission's coastal development permit process.

a. Appeal No. A-1-MEN-09-9 (Moores, Mendocino Co.) Appeal by Gordon Moores from decision of County of Mendocino granting permit with conditions to William Moores for installation of extension of culvert to capture flow within 24-ft. long section of water course and fill of culverted area to grade in front of real estate office at Irish Beach residential subdivision to provide more parking area and prevent vehicles from accidently driving into the water course, at 44001 Noyo Way, Manchester, Mendocino County. (RSM-E) [POSTPONED]
