8. Consent Cease and Desist Order No. CCC-12-CD-02 (22nd District Agricultural Association, Del Mar, San Diego Co.) Public hearing and Commission action on proposed Consent Cease and Desist Order authorizing and ordering 22ndDistrict Agricultural Association: (1) to cease and desist from conducting unpermitted development and remove certain existing unpermitted development, including, but not limited to: riprap, landform alteration, development in buffer areas within and adjacent to San Dieguito River, and placement of billboards; (2) to undertake measures necessary to comply with the Coastal Act, including introducing resource protection measures to provide interim protection of coastal resources from specific changed uses while Coastal Act authorization is sought, undertaking removal of unpermitted development, and applying to the Commission for authorization to retain select items of development, including limited changes of intensity of use, among other things; and (3) to undertake removal, restoration, and mitigation as set forth in the cease and desist and restoration order on properties identified by San Diego County Assessor’s Office as Assessor Parcel Numbers 302-090-011; 298-260-015; 298-260-035; 298-271-03; 299-030-01; 299-030-04; 299-030-05; 299-042-02; and 299-042-01, located in Del Mar, San Diego County. 9. Consent Restoration Order No. CCC-12-RO-02 (22nd District Agricultural Association, Del Mar, San Diego Co.) Public hearing and Commission action on proposed Restoration Order directing 22nd District Agricultural Association to address unpermitted development, including placement of riprap, landform alteration in wetlands, development in buffer areas, and change in intensity of use on the Del Mar Fairgrounds property identified by San Diego County Assessor’s Office as Assessor Parcel Numbers 302-090-011; 298-260-015; 298-260-035; 298-271-03; 299-030-01; 299-030-04; 299-030-05; 299-042-02; and 299-042-01 through restorative actions including: (1) removal of unpermitted development; (2) removal of development from and restoration of property directly adjacent to and within wetlands habitat, (3) and cessation of parking on portion of the property. Proposed Restoration Order additionally requires a number of mitigation measures, including: (1) restoration of wetlands on subject property where parking is to be ceased (2) enhancement of visitor serving amenities proximate to the restoration area, (3) restoration of 100-ft. buffer along San Dieguito River east of Jimmy Durante Blvd, (4) convey permanent conservation easement over restored buffers and wetland property, (5) create varying width buffer along waterfront west of Jimmy Durante Blvd, and (6) undertake various coastal education and awareness programs, located in Del Mar, San Diego County. 10.  DEPUTY DIRECTOR’S REPORT FOR LOS ANGELES COUNTY. Report by Deputy Director on permit waivers, emergency permits, immaterial amendments & extensions, LCP matters not requiring public hearings, and on comments from the public. a.  City of Long Beach LCP Amendment No. LOB-MAJ-1-10. Certification Review. Concurrence with Executive Director’s determination that action of City of Long Beach accepting certification of LCP Amendment No. LOB-MAJ-1-10 with modifications is legally adequate. Amendment No. LOB-MAJ-1-10 divides Subarea 1 of the Downtown Shoreline Planned Development District (PD-6) into Subareas 1 and 1a, expands the list of allowable land uses (to include office, residential, retail and hotel uses) and adopts development standards for Subarea 1a (including a 500-ft. height limit), and incorporates the Golden Shore Master Plan into the certified LCP. b.  City of Long Beach LCP Amendment No. LOB-MAJ-2-10. Certification Review. Concurrence with Executive Director’s determination that action of City of Long Beach accepting certification of LCP Amendment No. LOB-MAJ-2-10 with modifications is legally adequate. Amendment No. LOB-MAJ-2-10 amends the Downtown Shoreline Planned Development District (PD-6) to remove the 150,000 gross square foot limit on the size of the aquarium allowed in Shoreline Park (Subarea 6). Concurrence with the Executive Director’s determination that the County of Santa Barbara’s request to amend the Coastal Zoning Ordinance, to provide the Director of the Planning and Development Department the authority to grant additional two year time extensions to approved, active, unexpired permits and projects due to economic hardship considerations until January 12, 2015, is a minor amendment. b.  County of Santa Barbara LCP Amendment No. MIN-5-11 (Montecito Growth Management Ordinance. Time Extension. Concurrence with the Executive Director’s determination that the County of Santa Barbara’s request to amend the Montecito Growth Management Ordinance, to provide the Director of the Planning and Development Department the authority to grant additional two year time extensions to approved, unexpired allocations for new dwellings until January 12, 2015, is a minor amendment. COMMISSION FIELD TRIP

28. The Commission will take a field trip, leaving the Chula Vista Civic Center at the end of the Commission agenda on Thursday, March 8, to visit various points along the Chula Vista Bayfront. The public is invited to attend by following the Commission vehicle(s) in private vehicles and joining the Commission at designated stops. Limited seating may be available on the Commission bus.
