4.5. I-5/LOSSAN Corridor Briefing by Caltrans and San Diego Association of Governments (SANDAG). Brief overview and informational update of current planning efforts for meeting the transportation needs and resource enhancement opportunities within the I-5/LOSSAN North Coast Corridor (NCC) of northern San Diego County.

5.  DEPUTY DIRECTOR'S REPORT. Report by Deputy Director on permit waivers, emergency permits, immaterial amendments & extensions, LCP matters not requiring public hearings, and on comments from the public. For specific information contact the Commission's Eureka office at (707) 445-7833.

7. LOCAL COASTAL PROGRAMS (LCPs) See AGENDA CATEGORIES.

a. County of Humboldt LCP Amendment No. HUM-MIN-1-12 (Minor). Concurrence with Executive Director's determination that proposed modifications to County of Humboldt certified LCP, to limit the indoor residential cultivation of medical marijuana for personal use consistent with state law such that the cultivation shall (a) be limited to no more than 50 square foot of area within the interior of residence or detached accessory building, (b) not exceed certain maximum electrical requirements, (c) be ventilated, (d) not require use of gas products, (e) not result in discharges of effluent, and (f) meet other standards to prevent conflicts with neighboring land uses as a minor amendment. 8. COASTAL PERMIT APPLICATIONS. See AGENDA CATEGORIES. Attention: Items appearing in this section of the agenda may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation. If an item is moved to the Consent Calendar it will be processed in the same manner as other Consent Calendar items (See AGENDA CATEGORIES) except that if that item is subsequently removed from the Consent Calendar by a vote of three or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner Coastal Permit Applications are processed. The purpose of this procedural change is to expedite the Commission's coastal development permit process.

a.  Application No. 1-10-40 (City of Eureka Rock Slope Project) Application of City of Eureka to repair failing rock slope protection by placing 10 cu.yds. of quarry rock along 35 lineal feet of Humboldt Bay shoreline at Halvorson Park adjacent to Humboldt Rowing Club's temporary boat dock, at Waterfront Drive between L & P Streets, Eureka, Humboldt County. b.  Application No. 1-11-37 (City of Eureka Community Development Department) Application of City of Eureka Community Development Dept to improve existing trail to multi-use status, inclusive of restrooms, interpretive signage, lighting, parking lot, kayak launch, and saltwater marsh restoration, at Southwestern Eureka, Humboldt Bay-front from Truesdale Road to Pound Road, Eureka, Humboldt County. (JRB-E) [Moved to Consent Calendar]

9. PERMIT AMENDMENTS. See AGENDA CATEGORIES. An Amendment below may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation. Bing for after-the-fact authorization for construction of secondary improvements consisting of 80 sq.ft. pumphouse, 64 sq.ft. shed, 5,500-gallon water storage tank, 2,254 sq.ft. Bocce court, 108 linear feet of fencing and entry gate, at 31991 Navarro Ridge  Road, Mendocino County. (TG-E) [Moved to Consent Calendar]

Report by the Deputy Director on permit waivers, emergency permits, immaterial amendments & extensions, negative determinations, matters not requiring public hearings, and status report on offshore oil & gas exploration & development. a.  CD-001-12 (Corps of Engineers, San Diego) Commission determination on Army Corps' Supplemental Consistency Determination for San Diego harbor central navigation deepening project, located between Coronado Bridge and Naval Turning Basin at Naval Air Station North Island, San Diego Bay, which was submitted pursuant to court order setting aside the Corps' previous consistency determination (CD-090-02), which the Commission concurred with in May 2003, and the court ordered submittal of this supplemental application, San Diego, San Diego County. (MPD-SF)
