Application of Caltrans to construct auxiliary lane on northbound Interstate 5 (I-5) to include re-striping, replacement of concrete barrier and railing along connector ramp, realignment of portions of north bound off-ramp from I-5 to Sea World Dr., and install new camera pole within southwestern quadrant of I-5 and Sea World Dr. interchange, located along northbound I-5 between Interstate 8 and Sea World Drive/I-5 interchange, San Diego, San Diego County. a.  City of Laguna Beach LCP Amendment No. LGB-MAJ-3-11 (Notification Procedures). Public hearing and action on request by City of Laguna Beach to modify public notification procedures to require tenants/residents within 100 feet of a proposed project are notified of public hearings for all discretionary projects; and expand the required content of public notices. b.  City of Newport Beach LCP Amendment No. NPB-MAJ-1-12 (Shoreline Height). Time Extension. Public hearing and action on extension of time limit to act on request by City of Newport Beach to amend Policy 4.4.2-1 to include an exception to the Shoreline Height Limitation Zone to allow an architectural tower feature at Marina Park (1600 West Balboa Blvd.). Currently, the height limit is 35-feet and the amendment would allow for a single, up to 73-ft. tall architectural tower feature. (FSY-LB)    Motion and Vote

An Amendment below may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation. a.  Permit No. 5-88-784-A3 (Vista Pacifica Inc, San Clemente). Request by Vista Pacifica Inc for removal of existing 6-ft. 8-in high steel fence and gate and install new 5-ft. high steel fence and time-locked gate, extend existing blufftop viewing path, create 2 new blufftop viewing areas, and modify landscaping, at 412 Arenoso Lane, San Clemente, Orange County. a.  City of Oceanside LCP Amendment No. OCN-MAJ-3-12 (Downtown Visitor-Serving Uses) Time Extension. Public hearing and action to extend the 60-day time limit for Commission action up to one year on request by City of Oceanside to amend certified “D” Downtown District Ordinance to allow mini-marts, drive-through and drive-up services in commercial districts; allow retail sales and office uses within Subdistrict 6A and reclassify property located on the east side of North Coast Highway, between the San Luis Rey River and the intersection of Highway 76 and North Coast Highway, from Subdistrict 7B (Recreational/Commercial/Residential) to Subdistrict 6A (Visitor Serving Commercial). Attention: Items appearing in this section of the agenda may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation. If an item is moved to the Consent Calendar it will be processed in the same manner as other Consent Calendar items (See AGENDA CATEGORIES) except that if that item is subsequently removed from the Consent Calendar by a vote of three or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner Coastal Permit Applications are processed.
