    1.  City of Half Moon Bay LCP Amendment No. HMB-MAJ-1-11. Public hearing and action on request by the City of Half Moon Bay to: (1) amend the LCP Implementation Plan's (IP) to change the review process and standards for development associated with architectural improvements, historical structures, and site design; (2) make changes to Chapters 18.02 "Definitions", 18.05 "Water and Sewer Capacity Allocation and Reservation" (reserving priority for low income housing), 18.06 "Residential Land Use" (repealing restrictions for "Exceptional Lots"), 18.15 "Planned Development Land Use (PUD)", 18.22 "Use Permits", 18.33 "Second Dwelling Units" and 18.35 "Below Market Rate Housing"; (3) delete Chapters 18.21 "Architectural Review and Site and Design Approval" and 18.39 "Historic Resources Preservation"; and (4) add a new IP Chapter 18.42 "Residential Density Bonus". Attention: Items appearing in this section of the agenda may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation. If an item is moved to the Consent Calendar it will be processed in the same manner as other Consent Calendar items (See AGENDA CATEGORIES) except that if that item is subsequently removed from the Consent Calendar by a vote of three or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner Coastal Permit Applications are processed.   2. Cease and Desist Order No. CCC-14-CD-02 (McCarthy, Ontario Ridge, San Luis Obispo Co.) Public hearing and Commission action on proposed Cease and Desist Order directing Robert and Judith McCarthy to 1) refrain from undertaking any unpermitted activity that physically or psychologically discourages or prevents use of the Ontario Ridge Trail; 2) remove all unpermitted fences, gates, signs, footings and support structures; and 3) cease and desist from conducting additional unpermitted development, on property located in unincorporated San Luis Obispo County, along the Ontario Ridge Trail, identified by Assessor's Parcel Number 076-231-063.   3. Notice of Violation No. CCC-14-NOV-01 (McCarthy, Ontario Ridge, San Luis Obispo Co.) Public hearing and Commission action on whether a violation has occurred consisting of unpermitted development including installation of gates, signs, fences, and footings and support structures by Robert and Judith McCarthy on their property identified by the San Luis Obispo County Assessor's Office as Assessor's Parcel Number 076-231-063, which if found will result in the recordation of a notice of violation on that property. Concurrence with the Executive Director's determination that the action by the City of Carmel-by-the-Sea accepting certification of LCP-3-CML-13-0218-3 Part B with modifications (addressing nonpoint source storm-water pollution) is legally adequate.     2.  City of Pismo Beach LCP Amendment No. LCP-3-PSB-14-0756-1 (Open Space Development Standards).
