 a. Application No. 5-14-0279 (Faron, San Clemente) Application of Joe Faron to remodel 2,213 sq.ft. single-family home consisting of 1,259 sq.ft. addition resulting in a 3,472 sq.ft. home, deck expansion and spa on coastal canyon lot, located at 525 W. Avenida de los Lobos Marinos, San Clemente, Orange County. (LR-LB)

 b. Application No. 5-14-0625 (Roos, Newport Beach) Application of Jeff Roos to demolish 3,010 sq.ft., 2-story single-family home with attached 2-car garage and construct 5,142 sq.ft., 2-story single-family home including subterranean basement and attached 447 sq.ft., 2-car garage, and repair/reinforce existing bulkhead/seawall, located at 533 Via Lido Soud, Newport Beach, Orange County. 10. COASTAL PERMIT APPLICATIONS. See AGENDA CATEGORIES Attention: Items appearing in this section of the agenda may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation. If an item is moved to the Consent Calendar it will be processed in the same manner as other Consent Calendar items (See AGENDA CATEGORIES) except that if that item is subsequently removed from the Consent Calendar by a vote of three or more commissioners, the item will be acted upon at the meeting in the order in which it originally appears on this Meeting Notice and in the manner Coastal Permit Applications are processed. The purpose of this procedural change is to expedite the Commission's coastal development permit process.

 a.  Application No. 5-14-0688 (Catanzarite, Newport Beach) Application of Kenneth and Kim Catanzarite to remove non-native and invasive plant species from rear slope of property and replant with native, non-invasive, drought-tolerant plants and request for after-the-fact authorization of 1) installation of stairs on slope; and 2) subdivision of existing lot into two lots, located at 352 & 354 Hazel Dr., Newport Beach, Orange County. 11. PERMIT AMENDMENTS. See AGENDA CATEGORIES. An Amendment below may be moved to the Consent Calendar for this area by the Executive Director when, prior to taking up the Consent Calendar, staff and the applicant are in agreement on the staff recommendation.  a.  Permit No. 5-13-0962-A1 (Kochis, Newport Beach) Request by Jeri Kochis to modify previously approved permit and remove existing "W" shaped floating dock, approach, pier, and gangway; nine 12-in. concrete piles and six 14-in. concrete "T" piles and replace with 2 new "I" shaped floating docks (one for each of the subdivided properties), with a total of four 14-in. concrete piles and ten 14-in. concrete "T" piles, located at 1509 E. Bay Ave., Newport Beach, Orange County. (MS-LB) [POSTPONED]

12. VESTED RIGHTS CLAIM.

 

 a.  Vested Rights Claim No. 5-12-179-VRC (E.W. Merritt Farms, Laguna Beach) Claim of vested rights by E.W. Merritt Farms (owner of Hotel Laguna) for: (1)daily positioning and removal of beach furniture on sandy beach including placement of chairs, chaises, tables and umbrellas for use by patrons of Hotel Laguna; (2) limit use of beach area within 28 feet from bulkhead and extending across 253-ft. frontage of hotel property; (3) exclusive service of food and beverages to hotel patrons on beach; (4) daily positioning and removal of boundary markers consisting of posts connected by ropes set 3 feet above sand; and (5) placement of signs identifying boundaries of hotel property preserved for 'private use', at 425 South Coast Highway, Laguna Beach, Orange County. 13. DISPUTE RESOLUTION.

 

a.  Dispute Resolution No. 5-13-1233-EDD (Bay City Partners, LLC, Seal Beach) [ADDENDUM] Request for resolution of dispute between Bay City Partners, LLC and Executive Director over application filing requirements including State Lands Commission approval of proposed residential use on public trust lands, information pertaining to economic feasibility of proposed project compared to project alternatives, and mitigation for loss of potential visitor-serving overnight accommodations, at former DWP Property, located at southwest corner of First Street and Marina Drive, Seal Beach, Orange County.
