a.  City of Malibu Local Coastal Program Amendment No. LCP-4-MAL-14-0408-1 (Malibu Coast Estate Property Planned Development). Time Extension. Public hearing and action on extension of time act on the City of Malibu request to amend the Land Use Plan (LUP) and Local Implementation Plan (LIP) portions of the certified LCP to establish zoning regulations and development standards for a planned development at the Malibu Coast Estate property located east of Malibu Bluffs Park and south of Pacific Coast Highway. b.  Application No. 4-14-0153 (Brewer, Los Angeles Co.) Application of Hershel Brewer to construct 1,789 sq.ft., 1-story, 14-ft. high, single-family home with detached 528 sq.ft. garage, pool, private septic system, landscaping, hardscaping, and after-the-fact approval of retaining walls and 1,583 cu.yds. of cut, fill, and remedial grading with 746 cu.yds. of export, located at 419 Latigo Canyon Rd., Santa Monica Mountains, Los Angeles County. Public hearing and action on request by University of California at Santa Barbara to amend its Long Range Development Plan (LRDP) to allow for construction of 74,090 sq.ft., 41-ft. high 32-unit 61-bed housing complex for Kavli Institute for Theoretical Physics (KITP) visiting scholars adjacent to San Clemente Village Housing on Storke Campus; modify LRDP policies to allow for increase to the maximum height, increase housing unit count and reduce San Clemente Village Housing parking ratio on Storke Campus at University of California Santa Barbara, Santa Barbara County.
