      Appeal by Steve Bobzin of decision by City of Malibu granting permit to City of Malibu Public Works Dept. for phase one of Civic Center Wastewater Treatment Facility project consisting of construction of new wastewater collection system, centralized wastewater treatment facility to treat wastewater flows from phase one prohibition area properties, new recycled water pipeline system to provide nonpotable recycled water for reuse, and ancillary facilities, located at 24000 Civic Center Way, Legacy Park, Malibu Bluffs Park, and in public and private streets and easements in the Civic Center area, Malibu, Los Angeles County.
