      Public hearing and action on Notice of Impending Development by Caltrans, pursuant to the Public Works Plan No. PWP-6-NCC-13-0203-1 as proposed to be amended. The subject NOID would add one HOV lane in each direction, construct North Coast Bike Trail, enhance existing pedestrian trail adjacent to the lagoon, and construct a Multi-Use Facility in the northeast quadrant of I-5 and Manchester that will be used as a Park and Ride and staging area for lagoon visitors.
