Concurrence with the Executive Director's determination that the proposed amendment to the Implementation Program to encourage new transitional and supportive housing developments, is minor. (MS-V)

a.  University of California Santa Barbara Long Range Development Amendment No. LRDP-4-UCS-16-0001-1 Part A (Coal Oil Point Reserve Management Plan and Reserve Overlay Land Use Designation)

Public hearing and action on request by University of California at Santa Barbara to amend its existing Long Range Development Plan (LRDP) to incorporate the Coal Oil Point Reserve (COPR) Management Plan into the LRDP, including policy and map revisions, at University of California Santa Barbara, Santa Barbara County. b.  City of Laguna Beach LCP Amendment No. 1-16 (LCP-5-LGB-16-0055-1 Short-Term Lodgings/Rentals) 

         Public hearing and action on request by the City of Laguna Beach to amend the Implementation Plan (IP) portion of the certified Local Coastal Progam (LCP) to restrict short-term lodging uses to commercial zones by making changes Chapters 25.23 Short-Term Lodging, 25.10 R-1 Residential Low Density Zone, 25.12 R-2 Residential Medium Density Zone, 25.14 R-3 Residential High Density Zone, and 25.43 Village Community Zone, Laguna Beach, Orange County.
