Public hearing and action to extend the time limit for action up to one year for certification of the City of Newport Beach LCP amendment 4-17 to establish a new East Ocean Front Encroachment Program, revise the Shoreline Height Limit, amend the Implementation Plan to make four "IP Clean-Up" changes, incorporate regulations pertaining to Accessory Dwelling Units (ADUs) and correct setback maps for eight residential properties on Lido Isle. Public hearing and action on Notice of Impending Development (NOID) by the Ventura County Harbor Department for demolition of the non-operational and dilapidated 107,600 sq.ft., 45 ft.-high, 184 room Casa Sirena Hotel and 5,400 sq.ft. Lobster Trap Restaurant and new construction consisting of: 203,011 sq.ft., 55 ft-high, 210 room hotel; 7,071 sq.ft. restaurant; 6,250 sq.ft. public plaza and promenade; 450 sq.ft. boater restroom; expansion of existing marina facilities; and a total of 379 parking spaces at 3605 Peninsula Road, Channel Islands Harbor, Ventura County. b.  University of California Santa Barbara Notice of Impending Development No. UCS-NOID-003-18 (Solar Photovoltaic Power Purchase Agreement Project Phase 3)

Public hearing and action on Notice of Impending Development by the University of California Santa Barbara for the addition of approximately 3,318 photovoltaic (PV), low glare solar panels on the roof tops of six building structures (Arts, Intercollegiate Athletics, Theater and Dance West, Davidson Library, Kerr Hall, and Cheadle Hall) to provide electricity for the campus electrical grid. The University also proposes the removal of four landscaping trees, located on Main Campus at the University of California Santa Barbara, Santa Barbara County. (DV-V)     Motion and Vote

a.  Appeal No. A-4-SBV-18-0032 (Wallace, City of San Buenaventura)

Appeal by Alexander J. Annala from decision of City of San Buenaventura granting permit with conditions to Steven Wallace for (1) construction of 284 sq.ft. laundry room addition, 159 sq.ft. reduction to second floor, and new 867 sq.ft. half story with 220 sq.ft. balcony; and (2) administrative variance to increase lot coverage from 40% to 57.12% and reduce side yard setback from 10 feet to 5 feet 3 inches, at 1195 Winthrop Lane, City of San Buenaventura, Ventura County.
