Application of Alex and Moujan Kazerani to construct 2-story (over basement), 30-ft. high, 13,175 sq.ft. single-family home on caisson grade beam foundation with attached 4-car garage, swimming pool, and pool pavilion on vacant, 27,646 sq.ft. lot including approx. 3,300 cu.yds. of export outside coastal zone at 14948 Corona del Mar, Pacific Palisades, Los Angeles, Los Angeles County. b. Application No. 5-18-0380 (S.M. Ocean Star, LLC, Santa Monica) Postponed

Application of S.M. Ocean Star, LLC to partially demolish and add to existing 16-unit, 2-story, 3-building apartment complex, and conversion of 16 apartment units to 12-unit condominium development with 3 buildings, landscaped courtyard, 24 subterranean parking spaces, and 3 ground-level guest parking spaces. The north and south buildings will be 3-stories, 33-ft. in height, with original facades maintained. The east building will be 4-stories, 43-ft. in height, and will be in a new building at 423-429 Ocean Ave., Santa Monica, Los Angeles County. (AS-LB)

a.  County of Santa Barbara LCP-4-STB-18-0039-1-Part C (Cannabis Regulations) Certification Review

Concurrence with the Executive Director’s determination that the action by Santa Barbara County accepting the Commission’s certification with suggested modifications is legally adequate. (MK-V)

b.  County of Santa Barbara LCP Amendment No. LCP-4-STB-18-0071-2. Time Extension

Public hearing and action to extend the time limit for action for one year on County of Santa Barbara’s request to amend portions of its certified Local Coastal Program, and includes Part A (Highway 101 HOV: Carpinteria to Santa Barbara) to amend the text of the Land Use Plan and the Implementation Plan to allow for regional transportation and public access improvements along and near the Highway 101 corridor in Santa Barbara County, and Part B (Accessory Dwelling Unit Ordinance) to amend the Implementation Plan to revise and add new regulations related to accessory dwelling units consistent with state law. c.  County of Santa Barbara LCP Amendment No. LCP-4-STB-18-0074-1 (Montecito Architectural Guidelines Phase II Update)

Concurrence with the Executive Director’s determination that the request by the County of Santa Barbara to amend the Land Use Plan and Implementation Plan/Coastal Zoning Ordinance portions of its certified LCP to clarify the development standards for accessory structures within Montecito is minor. (MS-V)

d.  County of Santa Barbara No. LCP-4-STB-18-0039-1. Part B (Gaviota Coast Plan) Certification Review

Concurrence with the Executive Director’s determination that the action by Santa Barbara County accepting the Commission’s certification with suggested modifications is legally adequate. (MK-V)

16. COASTAL PERMIT APPLICATIONS

a.  Application No. 4-18-0599 (Ventura Harbor Village Marina, Ventura Port District, Ventura)

Application of Ventura Port District to replace existing wooden docks C, D, G, and H with precast concrete floating docks, reconfigure docks G and H to better accommodate commercial fishing vessels, replace existing piles with larger precast concrete piles, and construct 109-ft. precast concrete walkway between docks C and D. The project is within Ventura Harbor on Spinnaker Drive, Ventura, Ventura County. (WH-V)
