Commission accepted its Hearing Officer's proposed decisions on the following license and permit items from the Commission's December 3, 2003, Executive Session:

Ralph Bob, Suspended Herring Permit for one month.
Greg Cullen, Approved Nearshore Fishery Permit.
Thomas Davi, Suspended Herring Permit for one month.
Thomas DiMaggio, Suspended Herring Permit for one month.
Wade Estep, Denied Nearshore Fishery Permit.
James Fortado, Granted Renewal of Herring Permit.
Larry Fortado, Granted Renewal of Herring Permit.
Robert Harvie, Suspended Herring Permit for one month.

PURSUANT TO SECTION 2074.2 OF THE FISH AND GAME CODE, CONSIDERATION OF DEPARTMENT INITIAL REVIEW AND RECOMMENDATION ON PETITION TO LIST THE WESTERN BURROWING OWL (Athene cunicularia hypugaea) AS AN ENDANGERED OR THREATENED SPECIES CANDIDATE.

Received the Department's recommendation; received public testimony. Commission approved the Department's recommendation to reject the petition. Commission will ratify its findings at its February 5, 2004, meeting.

REQUEST TO PUBLISH NOTICE OF INTENT TO AMEND SECTION 677, TITLE 14, CCR, RE: DOG TRAINING AND ORGANIZATIONAL FIELD TRIALS PERMITS.

Received Department's recommendation; received public testimony. Commission authorized staff to publish notice of intent to amend Section 677, Title 14, CCR, regarding dog trials and organizational field trials permits.

DEPARTMENT UPDATE ON CALIFORNIA INTEGRATED RECREATIONAL FISHERIES SURVEY.

Received the Department's update; received public testimony.

CONSIDERATION OF POSSIBLE ADOPTION OF PROPOSED CHANGES TO SECTIONS 27.60, 27.82, 27.83, 28.26, 28.27, 28.28, 28.29, 28.54, 28.55, AND 28.58, TITLE 14, CCR, RE: 2004 CHANGES TO RECREATIONAL GROUNDFISH FISHERY REGULATIONS FOR CONSISTENCY WITH FEDERAL RULES.

Received Department's recommendation; received public testimony. Commission adopted proposed changes.

RECEIPT OF PUBLIC TESTIMONY AND CONSIDERATION OF POSSIBLE ADOPTION ON THE PROPOSED CHANGES TO SECTION 150.06(c), TITLE 14, CCR, RE: COMMERCIAL TAKE OF CABEZON, GREENLINGS AND SHEEPHEAD.

Received Department's recommendations, received public testimony. Commission approved the proposed changes.

RECEIPT OF DEPARTMENT'S TENTATIVE RECOMMENDATIONS FOR ANTLERLESS/EITHER-SEX DEER HUNTS FOR 2004-2005.

PURSUANT TO SECTION 7065 OF THE FISH AND GAME CODE, RECEIPT OF ANNUAL STATUS REPORT OF THE MARINE FISHERIES.

Received Department's report; received public testimony.

REQUEST BY WILLIAM JAMES FOR A DISCUSSION OF THE FEDERAL HARVEST CONTROL RULE FOR FEDERALLY MANAGED GROUNDFISH AND THE CALIFORNIA NFMP HARVEST CONTROL RULE FOR THE NINETEEN NEARSHORE FINFISH SPECIES.

Received testimony from William James; Commission continued discussion to its February meeting.

RECEIPT OF DRAFT STRATEGIC PLAN FOR WILD TURKEY MANAGEMENT.
