Due to a lack of a quorum, the Commission acted as a subcommittee and rescheduled Items 25, 26 and 29 for a special telephonic meeting December 16, 2003, at 10:00 a.m.
25.

DISCUSSION OF RECOMMENDATIONS FOR CHANGES IN THE 2004-2006 SPORT FISHING REGULATIONS AND CERTIFICATION OF FINAL ENVIRONMENTAL DOCUMENTS, ADOPTION OF FINDINGS AND PROPOSED PROJECT (OR ALTERNATIVE), AND FINAL ADOPTION OF THE 2004-2006 SPORT FISHING REGULATIONS RELATING TO FISH, AMPHIBIANS, REPTILES AND INVERTEBRATES.

Received Department's recommendations; received public testimony. The Commission Subcommittee closed the public comment period and for the boat limits item, it will recommend approval of Option 2e to the full Commission at its meeting on December 16, 2003.

CONSIDERATION OF POSSIBLE ADOPTION OF PROPOSED CHANGES TO SECTION 112, TITLE 14, CCR, RE: COMMERCIAL SURFPERCH FISHERY.

Received Department's recommendation; received public testimony. The Commission Subcommittee closed the public comment period; item rescheduled for December 16, 2003.

CONSIDERATION OF POSSIBLE ADOPTION ON THE PROPOSAL TO ADD SECTION 125, TITLE 14, CCR, RE: COMMERCIAL ROCK CRAB FISHERY.

Received Department's recommendation; received public testimony. The Commission Subcommittee directed staff to publish notice of the Department's recommended amendments; item rescheduled for February 6, 2004.

REQUEST OF THE OCEAN CONSERVANCY, THE NATURAL RESOURCES DEFENSE COUNCIL, THE U.S. FISH AND WILDLIFE SERVICE, AND PRBO CONSERVATION SCIENCE FOR THE COMMISSION TO TAKE EMERGENCY ACTION TO CLOSE THE MARKET SQUID FISHERY NORTH OF PILLAR POINT.

Request for emergency action withdrawn by The Ocean Conservancy and The Natural Resources Defense Council. They provided recommendations for regulations to implement the Market Squid FMP. Received public comments.

RECEIPT OF PUBLIC TESTIMONY ON THE DEPARTMENT'S DRAFT MARKET SQUID FISHERY MANAGEMENT PLAN AND CONSIDERATION AND POSSIBLE ADOPTION TO ADD SECTIONS 53.00, 53.01, 53.02, 53.03, 149.1, 149.2, 149.3 AND 149.4, TITLE 14, CCR, AND TO AMEND SECTION 149, TITLE 14 CCR, RE: COMMERCIAL SQUID FISHERY.

Received Department's recommendation; received public testimony. The Commission Subcommittee closed the public comment period, and recommended to the full Commission on December 16, 2003, approval to publish a continuation notice to provide additional alternatives to the proposed sections.

DEPARTMENT REQUEST FOR COMMISSION AUTHORIZATION TO ACCEPT CONSERVATION EASEMENT DEED FOR SOUZA RANCH (42 ACRES), CONTRA COSTA COUNTY AND ACCEPTANCE OF FEE TITLE TRANSFER OF 16 ACRES FOR THE COTATI COMMERCIAL DEVELOPMENT PROJECT, SONOMA COUNTY.
