The Commission may hold a closed session, as authorized by Government Code §​11126(e), to confer with and receive advice from its legal counsel regarding potential litigation, and as authorized by Government Code §​11126(a)​.

The Executive Officer will report on various matters addressed since the previous Commission meeting.
​6. Commission Member Reports​
This is an opportunity for members to disclose any meetings or conversations related to Commission business since the previous Commission meeting.
​7. Water Storage Investment Program (WSIP): Public Benefit Ratio (PBR) Issues​
Commission staff will brief the Commission on a range of issues associated with the staff analysis and recommendations for Water Storage Investment Proe​gram project Public Benefit Ratios and eligible program cost shares.
​8. Water Storage Investment Program: Public Benefit Ratio Determinations​
The Commission will consider the staff recommendation for the PBR for each application for WSIP funding. Each project will be considered individually, as follows:
  • ​​Commission staff presentation
  • Applicant presentation
  • Public comment
  • ​Commission deliberation and preliminary PBR determination
​The Commission will not make final PBR determinations until after hearing all public comments on all projects.

There will be additional time for public comment at the end of each day of the Commission meeting.

Public comments will be limited to 2 minutes per speaker. For speakers who may have similar comments, they may cede their time to one speaker nominated to speak for the group. Speakers may combine their times, up to a maximum of 10 minutes (for 5 or more speakers).

​Please note: Speakers representing combined commenters are requested to notify the Commission staff in advance of their intent. In the notice, please include the speaker's name, the item number (i.e. 8A through 8K) which they will address, the organizations and/or individuals they will be representing, and the amount of time they intend to speak (maximum 10 minutes). Please notify Commission staff via email to​. Please send notices to the Commission office by 9:00 a.m. on April 30.
