    3. Closed Executive Session: Litigation (Not Open to the Public) (Action Item) The Council may discuss litigation matters pursuant to Government Code §11126 (e)(2)(A), (e)(2)(B)(i), and/or (e)(2)(C)(i), including: (a) Delta Stewardship Council Cases, Coordinated Proceeding JCCP No. 4758; (b) North Coast Rivers Alliance, et al. v. Delta Stewardship Council, Sacramento County Superior Ct. No. 34-2018-80002898; and (c) Takahashi v. Delta Stewardship Council, Sacramento County Superior Ct. No. 34-2018-00232084. (This closed session is authorized under Government Code section 11126, subdivision (e).)
    4. Reconvene Open Session
    5. Workshop: Review of Preliminary Draft Ecosystem Amendment Policies and Recommendations (Information Item) The Council will discuss, and Councilmembers will provide feedback to staff on, options and approaches to amending the Policies and Recommendations in Delta Plan Chapter 4 (Protect, Restore, and Enhance the Delta Ecosystem) for the purpose of informing future development of a project description for analysis in the CEQA document.

The Council will discuss current legislation that could affect the Council and/or implementation of the Delta Plan, and may take action to express support, opposition, or seek to amend, any of the bills listed in the monthly Legislative report.
      c) Quarterly Contract and Budget Report (Information Item)
      d) Contract Approval for the University of California, San Diego/California Sea Grant Class of 2020 Delta Science Fellows and Classes of 2020/2021 State Policy Fellows (Action Item)
The Council will consider approval of a contract with the University of California, San Diego/California Sea Grant for the Council’s new class of fellows for the Delta Science Fellows Program.
      e) Contract Amendment Approval for the State Reimbursement Agreement with the State Water Resources Control Board (Action Item)
The Council will consider approval of an amendment to a reimbursement agreement with the State Water Resources Control Board to support the update and implementation of the State Water Resources Control Board’s Bay-Delta Water Quality Control Plan. The amendment increases the amount and extends the term of the agreement.
    10. Contract Approvals for Research from the 2018/2019 Joint Proposal Solicitation (Action Item)
The Council will consider approval of 22 contract agreements for 15 projects, totaling approximately $9.8 million, from the Delta Science Program’s 2018/2019 Joint Proposal Solicitation.
    11. Lead Scientist’s Report (Information Item)
Lead Scientist Dr. John Callaway will report on recent advances in Delta research, report on the Advisory Panel on Biological Goals for the update of the State Water Resources Control Board’s Bay-Delta Plan, and provide highlights from the 2019 Interagency Ecological Program Annual Report.
