Delta Plan Interagency Implementation Committee Update (Water Code §85204) (Information Item) Staff will provide an update on the recent meeting of the Delta Plan Interagency Implementation Committee meeting held on November 17, 2014. Climate Change and California’s Water – What Challenges Can We Anticipate? (Information Item) Dr. Cayan will provide a briefing on the current state of knowledge related to climate impacts on water, wildlife, health, and agriculture in California. He is a researcher at Scripps Institution of Oceanography and the Water Resources Division of the U.S. Geological Survey.
2014 Water Year – A Review of the Third Year of the Drought (Information Item) Panelists will provide a series of updates on how the continuing drought has impacted this year’s water operations, the Delta ecosystem, and the state’s economy. In addition, panel members will provide some detail on how the drought and the Governor’s executive order has affected the state’s water use and conservation efforts; how this year’s lack of adequate surface water supplies affected the state’s groundwater resources and those who depend on groundwater; the success of this year’s water transfers in mitigating the loss of federal and state water project deliveries; and how the Sacramento region adapted to the drought conditions and stretched its water supplies. A final panel will provide an overview of state-level preparations and planning for the upcoming year.
2014 Winter Season Preview (Information Item) Staff and panel members will provide a preview of long-range weather forecasts for the year ahead and a status assessment of the Delta’s readiness.
Interim Science Action Agenda (Action Item) The Lead Scientist and Delta Science Program staff will provide an update and ask for receipt and acceptance from the Council on the final Interim Science Action Agenda. Attachment 1: Interim Science Action Agenda (November 6, 2014)

Delta Levee Investment Strategy Update (Water Code §85305-85306) (Information Item) Staff will provide an update on this project, focusing on the status of the Levee Investment Issue Paper and an overview of how the Levee Investment Project intersects with and addresses key topic areas in the paper. Attachment 1: Table 1. Framework and Schedule for Addressing State Investment in Delta Levees Issue Paper Questions
Submitting the Delta Plan for Approval Pursuant to the Federal Coastal Zone Management Act (Water Code §85300 (d)(2)) (Information Item) Staff will provide a briefing on submitting the Delta Plan for approval pursuant to the Federal Coastal Zone Management Act and next steps in preparing a submittal. Attachment 1: Department of Justice Memo -- Questions Regarding a Potential State Coastal Management Program for the Delta
Preparation for Next Council Meeting – Discuss (a) expected agenda items; (b) new work assignments for staff; (c) requests of other agencies; (d) other requests from Council members; and (e) confirm next meeting date.
