  1. Amendment to Receivable Agreement for Shore-based Treatment of Ballast Water Feasibility Study
    Staff is requesting the Council approve amendment of an agreement to receive funding from the State Lands Commission for a study supporting efforts to eliminate ballast water introductions of invasive species.
  2. Approval of a Contract with California Sea Grant to Fund Delta Science and Policy Fellows
    Staff is requesting the Council approve a new contract with California Sea Grant to fund a 2015 Class of Science Fellows to work on high priority research topics.

9. Lead Scientist's Report (Water Code §85280) (Information Item)
Dr. Peter Goodwin will report on recent Delta Science activities.

10. Conveyance, Storage, and Water Project Operations (Information Item)
Staff will brief the Council on water conveyance, storage and water project operations to assist the Council as it consideres recent changes related to the Bay Delta Conservation Plan and implications for the Delta Plan. The presentation will include a summary of the key issues and panelists will discuss guiding principles to address these issues.

14. Delta Flood Management Investment Strategy Principles (Action Item)
The Delta flood management investment strategy policy principles to guide the development of the Delta Levee Investment Strategy have been revised and will be discussed by the Council. In addition, staff will update the Council on ongoing activities and requested information.

15. Reclamation District Funding and Financing (Information Item)
Staff will brief the Council on its review of the funding authorities and finances of Delta reclamation disctricts.

16. Single-Year Water Transfers and the Delta Plan (Information Item)
Staff will brief the Council on single-year water transfers and the Delta Plan's regulation that temporarily determines that single-year transfers do not have a significant impact for the purpose of deciding whether a project is a covered action. The determination will sunset on Dec. 31, 2016 unless the Council extends it. Staff will lay out a possible course of action and schedule for the Council to consider.
