The Delta Independent Science Board recommends that the Council appoint Dr. Clifford N. Dahm as Lead Scientist for the Delta Science Program.

|11.|| Delta Plan Performance Measures (Water Code §85211, 85308) (Information Item)
The Delta Reform Act requires the Council to inculde performance measures in the Delta Plan to gauge its success. Staff will report on its work to complete an assessment of all 160 performance measures in the Delta Plan and report on the trends identified through this work. Staff will also provide the Council with recommendations for refinements to existing measures as well as new output and outcome measures to address gaps identified during the assessment.

|12.|| Delta Flood Management Investment Strategy (Water Code §85305 (a)) (Action Item) Motion and Vote
Staff recommends that the Council approve an additional Delta Flood Management Investment Strategy principle addressing the burden of proof borne by reclamation districts that seek State investments in non-project levees. In addition, staff will provide a summary of the Independent Science Review Panel report and update the Council on ongoing activities.

|13.|| Encouragement of Appropriate Land Uses to Reduce Flood Risk in San Joaquin County (Information Item) (Water Code §85020 (g), 85212)
This report highlights staff efforts to reduce flood risk by encouraging appropriate land uses, as required by the Delta Reform Act.
