Lead Scientist’s Report (Water Code §85280) (Information Item) Dr. Cliff Dahm will report on recent Delta science activities. Attachment 1: By the Numbers Summary (Handout at Meeting)
Single-Year Water Transfers and the Delta Plan (Water Code §85057.5) (Action Item) The Council will consider adopting draft policy findings that support a proposed amendment of the Delta Plan’s implementing regulations to either: (a) exclude one-year water transfers as covered actions, or (b) preserve the current exemption of single-year water transfers from covered action consistency requirements for an additional three (3) years. The Council’s approval of draft policy findings and draft regulatory language will trigger an environmental review effort by staff. No final action will be taken by the Council until environmental review is complete. Furthermore, any regulation amended at the conclusion of environmental review will not take effect until the Office of Administrative Law rulemaking process is completed. Delta Levees Investment Strategy Update (Water Code §85306) (Information Item) Staff will provide an update on the development of the Delta Levees Investment Strategy. Attachment 1: Project Schedule
Delta Plan Performance Measures (Water Code §85308 (a-f) and 85211) (Information Item) The Delta Reform Act requires the Council to include performance measures in the Delta Plan to gauge the Plan’s success. In August 2015 staff provided the Council with an update on its work to complete the assessment of all the performance measures in the Delta Plan and also reported on some of the status and trends identified through this work. Staff also proposed that refinements to existing measures were needed and identified areas that required new performance measures. Staff committed to returning to the Council in December with proposed recommendations for refinements to the existing 42 output and outcome performance measures in the Delta Plan as well as new output and outcome measures to address gaps in the Plan that were identified during the assessment. 2015/2016 Delta Flood Preparedness – Anticipating the Effects of an El Niño Year (Water Code §85305 (a)) (Information Item) Panelists will discuss ongoing emergency preparedness and response in anticipation of an El Niño year. Discussions will include non-structural risk reduction measures such as emergency response plans, planning for evacuation, and means of coordinating efforts among agencies or districts.
Preparation for Next Council Meeting – Discuss (a) expected agenda items; (b) new work assignments for staff; (c) requests of other agencies; (d) other requests from Council members; and (e) confirm next meeting date.
