14. Roll Call - Establish a Quorum (Water Code §85210.5)

15. Laying the Foundation for a Proposed Ecosystem Restoration Amendment to the Delta Plan (Action Item)
Representatives from the San Francisco Estuary Institute and the Department of Fish and Wildlife will present overviews and updates on efforts by their respective organizations that lay the foundation for development of a proposed ecosystem restoration amendment to the Delta Plan. Council staff will describe how these two efforts, along with lessons learned from the first three years of Delta Plan implementation, will inform the Delta Plan amendment.
16. Update on Delta Plan Amendment for Conveyance, Storage, and Operations (Information Item)
Staff will brief the Council on progress in development of the Delta Plan amendment for conveyance, storage and the operation of both to further the coequal goals. In November 2015 the Council adopted “19 Principles for Water Conveyance in the Delta, Storage Systems and for the Operation of Both to Achieve the Coequal Goals”. In March 2016 the Council asked staff to consider what projects may be affected by an amendment and what existing regulations/authorities promote the 19 Principles as a next step in translating the principles into near and long term goals. Council staff will discuss results of this analysis.
