    1. City Council Draft Action Minutes – June 27, 2017
    • Recommendation:  Council approve the City Council Draft Action Minutes of the June 27, 2017 City Council Meeting. [City Clerk]

    CDBG  Atascadero  Mall Sidewalk  Accessibility  and Pedestrian  Ramp Project - Construction  Award (City Project  No.  C2016M04,  City  Bid  No. 2017-005)
    • Fiscal Impact:  $166,999
    • Recommendation: Council:
      1. Award   a   construction   contract   for   $166,999  to   CalPortland Construction for  the CDBG Atascadero Mall Sidewalk  Accessibility and Pedestrian Ramp Project.
      2. Authorize the City Manager to execute a contract with CalPortland Construction in the amount of $166,999 for construction of the CDBG Atascadero Mall Sidewalk Accessibility and Pedestrian Project.
      3. Authorize the Director of Public Works to file a Notice of Completion with the County Recorder upon satisfactory completion of the project.

      Amendment  to  the  Planning  Commission  Meeting  Time  (AMC –Title  2, Chapter 9)
      • Fiscal Impact: The meeting time adjustment will result in approximately two fewer  overtime  hours  per  month  for  two  or  more  employees,  thereby resulting in reduced staffing costs.
      • Recommendations: Council:
        1. Award a construction contract in the amount of $1,399,615 to Granite Construction Company for the Measure F-14 Pavement Management Program 2016/2017 Rehabilitation Project (Project No. C2016R06, Bid No. 2017-004).
        2. Authorize the City Manager to execute a contract with Granite Construction Company in the amount of $1,399,615 for the construction of the Measure F-14 Pavement Management Program 2016/2017 Rehabilitation Project.
        3. Authorize the Director of Public Works to file a Notice of Completion with the County Recorder upon satisfactory completion of the project. [Public Works]

      B. PUBLIC HEARINGS:

       Del Rio Road Commercial Area Specific Plan – Annex Hotel  (PLN 2017-1626 / PLN 2007-1246)
      • Ex-Parte Communications:
      • Fiscal Impact: The proposed project amends the Master   Plan of Development and substitutes retail/commercial  uses for a hotel use. This use generates valuable Transient Occupancy Tax for the City.
      • Recommendations: Council:
        1. Adopt Draft Resolution  A,  approving  an addendum  to  the  previously-certified Environmental Impact Report for the Del Rio Road Commercial Area Specific Plan and determine that said addendum, together with the previously- certified Environmental Impact Report, serves as the
          appropriate environmental documentation for the proposed Master Plan of   Development amendments (PLN 2007-1246-Del   Rio   Road Commercial Area Specific Plan-Pearce / MP Annex, LLC).
        2. Adopt Draft Resolution  B,  approving  a  Master Plan  of  Development amendment (PLN 2007-1246- Del Rio Road Commercial Area Specific Plan-Pearce / MP Annex, LLC).
        3. Adopt Draft Resolution C, approving Conditional Use Permit No. 2017-1626, Master Plan of Development on APN 049-131-055 (1860 & 1862  El Camino Real - Annex Hotel - Pearce/MP Annex, LLC). [Community Development]
