DISCLOSURE OF EX PARTE COMMUNICATIONS:
Prior to a project hearing, Planning Commission Members must disclose any communications they have had on any quasi-judicial agenda items. This includes, but is not limited to, Tentative Subdivision Maps, Parcel Maps, Variances, Conditional Use Permits, and Planned Development Permits. This does not disqualify the Planning Commission Member from participating and voting on the matter, but gives the public and applicant an opportunity to comment on the ex parte communication.
(For each of the following items, the public will be given an opportunity to speak. After a staff report, the Chair will open the public hearing and invite the applicant or applicant’s representative to make any comments. Members of the public will be invited to provide testimony to the Commission following the applicant. Speakers should state their name for the record and can address the Commission for three minutes. After all public comments have been received, the public hearing will be closed, and the Commission will discuss the item and take appropriate action(s).)

Staff Recommendation:
 
Staff  recommends  the  Planning  Commission  adopt  PC  Resolution  2017-A  approving a Conditional  Use  Permit allowing  a  child  care center  use  and development  plan  for  the property, based on findings and subject to conditions.

Project Description:
The proposed amendments include  minor revisions to zoning  text to correct inconsistencies and typographical errors, and to update zoning definitions for consistency with the General Plan.
Proposed Environmental Determination: Exempt  by  the  general  rule  that  CEQA  applies  only  to  projects  which  have  the  potential  for causing a significant effect on the environment. The proposed text amendment will not have any significant adverse environmental impacts.

Staff Recommendation:
 
Staff recommends the Planning Commission adopt PC Resolution 2017-A recommending the City  Council introduce  an  ordinance  for  first  reading,  by  title  only,  to  approve  PLN  2017-1650, based on findings.

The applicant proposes  a mixed  use  development  project  on  previously developed  properties within Downtown Atascadero. The proposed project includes:

  • 9,700 sf of office space on 2nd and 3rd floors of a separate building;
  • 40 air space condominium residential units on 2nd and 3rd floors;
  • 11,761 sf pedestrian plaza located on Atascadero Mall
