3. Treasurer’s Report for the 2016 Streets Bond Account - $8,000,000 (Measure K-14: Grover Beach Street Rehabilitation; Safety Improvement Bond Measure) for the Period September 8, 2017 through September 22, 2017.

5.  City Council Meeting Schedule for Calendar Year 2018 – City Manager Bronson. The City Council will consider adopting a schedule for regularly scheduled City Council meetings for the coming calendar year.
(Recommended Action: Adopt the proposed City Council meeting schedule for calendar year 2018.

6. City of Grover Beach Debt Management Policy – Administrative Service Director Chapman. The City Council will consider adopting a formal debt management policy that sets the parameters for issuing debt, managing the City's debt portfolio, and provides guidance to ensure that City debt is issued and managed prudently.
(Recommended Action: Adopt the Resolution to establish the City of Grover Beach Debt Management Policy.)

7.
 Potential Programs for Inclusion in the State Community Development Block Grant (CDBG) Application – Community Development Director Buckingham and Planner II Reese. The City Council will consider potential CDBG programs and provide direction for staff to prepare an application in response to the release of the Notice of Funding Availability (NOFA) for CDBG funds for activities that predominately benefit low- and moderate-income residents.

Recommended Action: Provide guidance on the projects/activities to apply for funding under the Community Development Block Grant non-entitlement program.

8.
 FY 2016-17 Year-End Financial Review – Administrative Services Director Chapman. The City Council will receive a report on the preliminary estimates of major City funds for the fiscal year ending on June 30, 2017.

Recommended Action: Receive and file the FY 2016-17 Year-End Financial Review.
9.
 Measure K-14 Bond Issuance and Street Repair Update – Administrative Services Director Chapman and Public Works Director/City Engineer Ray. The City Council will receive an update on roadway improvements completed to date with voter-approved bond funds and receive information in preparation for funding the next phase of street repair work.

Recommended Action: Provide direction to staff and adopt the Resolution to proceed with the issuance and sale of General Obligation Bonds in the amount to be directed by the Council.
