 AGENDA REVIEW
At this time the City Council will review the order of business to be conducted and receive requests for, or make announcements regarding, any change(s) in the order of the day. The Council should by motion adopt the agenda as presented or as revised.
  
 PUBLIC COMMUNICATIONS
Any member of the public may address the Council for a period not to exceed three minutes total on any item of interest within the jurisdiction of this Council. The Council will listen to all communications; however, in compliance with the Brown Act, the Council cannot act on items not on the agenda.

The following routine items listed below are scheduled for consideration as a group. Recommendations for each item are noted in parentheses. Members of the audience may speak on any item(s) listed on the Consent Agenda. Any Council Member, the City Attorney, or the City Manager may request that an item be withdrawn from the Consent Agenda to allow for full discussion. 2.Second Reading and Adoption of Ordinance Amending the Grover Beach Municipal Code Regarding Tobacco Regulation  Police Chief Peters. The City Council will consider amending the Grover Beach Municipal Code A rticle III, Chapter 2.21 - Regulation of the Sale and Distribution of Tobacco Products, to update s ection 3221.1 – Self -Service Sales of Tobacco to add the word “paraphernalia” and also Article X, Chapter 4.20 – Licensing of Tobacco Retailers, to add the definition of “tobacco paraphernalia” to Section 10421 and to the “tobacco retailer” definition covered under the same section.
Recommended ActionConduct second reading, by title only and adoption of Ordinance No. 19 -01 regarding Tobacco Regulations to add the word “paraphernalia” .)

3.Authorization to Amend the Position Authorization Resolution No. 18- 61 to Add the Classification of Assistant Engineer and Affirm the Salary Range – Management Analyst -Human Resources. The City Council will consider establishing the new job classification and salary range for Assistant Engineer.
(Recommended Action : Amend the Classification and Compensation Plan to authorize an Assistant Engineer job classification and amending the number of job classifications authorized.)

4.Reallocation of the Job Classification of Accounting Specialist from the Service Employees International Union Bargaining Group to Management and Confidential Employee Group – Management Analyst -Human Resources. The City Council will consider a Resolution to approve reallocation of the job classification of Accounting Specialist from the Service Employees International Union (SEIU) Bargaining Group to Management and Confidential Employee Group.
(Recommended Action: Approve reallocation of the job classification of Accounting Specialist from the represented Service Employees International Union Bargaining Group to non- represented Management and Confidential Employee Group)

REGULAR BUSINESS
5. 2018- 19 Mid - Year Financial Report – City Manager Bronson and Administrative Services Director Purcell . The City Council will receive an update on the City’s current financial condition for Fiscal Year 2018- 19.
(Recommended Action: Receive the 2018-19 Mid- Year Financial Report, and provide input to staff. )
6. Updated 10-Year General Fund Financial Forecast – City Manager Bronson and Administrative Services Director Purcell . The City Council will receive an update on the City’s financial projections for revenues General Fund and expenditures over the next 10 years.
(Recommended Action: Receive the 10-Year General Fund Financial Forecast to inform the development of the 2019- 20 budget, and provide input and direction to staff. )
7. 2019- 20 Council Goal - Setting Process Overview – City Manager Bronson
(Recommended Action: Receive information on the current status of implementing the 2018- 19 Council Goals along with the proposed approach for developing updated Council Goals for the next 2 -3 years and provide direct ion to staff to implement this approach as part of the 2019- 20 budget process.)

Per Resolution No. 17-21, the public portion of City Council meetings will be scheduled to start at 6:00 p.m. and conclude no later than 11:00 p.m. Any open session items remaining on the agenda at 11:00 p.m. that have not been discussed or considered by the City Council will be continued to an adjourned meeting of the City Council (scheduled before the next regular meeting). However, the City Council may choose to continue the meeting past 11:00 p.m. upon a proper motion and a 4/5ths vote in favor of such an action.
