In accordance with recently enacted legislation, Assembly Bill 361 (Chapter 165, Stats. of 2021), the November 4, 2021, Joint Meeting will not have a physical location open to the public. It will be a remote-only meeting conducted via a web-based videoconferencing service called Zoom. Members of the public who wish to comment verbally can register for the webinar.

How to Participate in the Remote Joint Meeting


Thursday, November 4, 2021 @ 9:00 a.m.

 California Government Code section 14516 directs CARB, the California Transportation Commission (CTC or Commission), and the Department of Housing and Community Development (HCD) to meet at least twice a year to coordinate implementation of policies that jointly affect transportation, housing, and air quality. This meeting will focus on interagency coordination to ensure equity in actions related to housing, climate, and reducing vehicle miles travelled (VMT).
  Opening Remarks

Leadership from CARB, CTC, HCD, and the California State Transportation Agency (CalSTA) will provide opening remarks to start the Joint Meeting.
 CARB, CTC, and HCD Discussion

Throughout the Joint Meeting, CARB Board Members, CTC Commissioners, and HCD leadership will have opportunities to discuss the key items from the presentations and public comment.

Discussion Items:

Note: The following agenda items may be heard in a different order at the Joint Meeting.

  Item 1: Interagency Coordination on Housing, VMT Reduction, and Equity
  Presentation: CARB, CTC, and HCD equity leaders

CARB, CTC, and HCD will hear a joint presentation by CARB, CTC, and HCD equity leadership, to introduce the day’s agenda around equity and discuss opportunities to further incorporate equity in their respective work related to housing, transportation, and climate.
  Presentation: Leadership Counsel for Justice and Accountability

CARB, CTC, and HCD will hear a presentation from the Fresno-based Leadership Counsel for Justice and Accountability (LCJA) on how state agencies can learn from recent community-based initiatives in the Central Valley to: 1) Deepen community engagement in state plans and investment programs, 2) Ensure that state transportation investments prioritize the needs of existing and under-served communities, 3) Protect existing housing and communities from potential adverse impacts when implementing state transportation programs, and 4) Promote anti-displacement strategies in state investment programs.
  Public Comment:

There will be a Comment Period to allow interested members of the public to address CARB, CTC, and HCD.

  Presentation: Coordinating Housing, VMT Reduction, and Equity Goals and Actions

CARB, CTC, and HCD will hear a joint presentation by CARB, CTC, and HCD staff on the interdependent relationships between State housing, VMT reduction, and equity goals and actions to advance coordinated progress.
  Presentations: City Heights Community Development Corporation and the Thrivance Group

CARB, CTC, and HCD will hear a presentation from the San Diego-based City Heights Community Development Corporation (CDC) on their successes and challenges in implementing comprehensive, community-led investments in affordable housing and low-carbon transportation, and offer recommendations to State agencies on how to support the work of community-based organizations like theirs.

CARB, CTC, and HCD will hear also hear a presentation from the Thrivance Group on their work with California communities to ensure that housing and transportation investments are grounded in community-based planning and result in benefits to existing, under-served communities, and recommendations to state agencies for advancing community-centered planning and investment.
  Public Comment:

There will be a Comment Period to allow interested members of the public to address CARB, CTC, and HCD.
  Item 2: California Transportation Assessment (Assembly Bill 285 Research) on Transportation Planning, Funding, and Sustainable Communities Strategies
  Presentation: Strategic Growth Council and University of California Research Team

CARB, CTC, and HCD will hear a joint presentation from the California Strategic Growth Council and the University of California research team that will provide an update on the California Transportation Assessment , a report to the Legislature required by Assembly Bill 285 (Friedman, Chapter 605, Stats. of 2019). The report will include an assessment of California’s transportation plans, funding programs, and sustainable communities strategies, along with recommendations for improvement and coordination in order to better meet shared long-term social, economic and environmental goals.
  Public Comment:

There will be a Comment Period to allow interested members of the public to address CARB, CTC, and HCD.
  Joint Agency Accomplishments/Updates, Meeting Wrap-Up, and Closing Remarks

CARB will briefly share information on joint updates from all three agencies, followed by the meeting wrap-up and closing remarks by all three agencies.
