5.1. Consent Cease and Desist Order No. CCC-20-CD-01 (Tivoli Cove Homeowners Association, Malibu, Los Angeles Co.)

Public hearing and Commission action on proposed administrative order directing and authorizing owners of property located at Latigo Shore Drive, Lot 1 of Tract Map 37848, City of Malibu to: 1) remove unpermitted development located in a Commission-required public beach access pathway, 2) construct, provide, and permanently maintain a public beach access pathway, including a stairway and public access signs, in compliance with a previously issued coastal development permit, 3) remove asphalt, concrete, rebar, rock, pipes, and other debris that fell onto the beach, 4) provide additional public access amenities on the property, and 5) cease and desist from undertaking additional unpermitted development. 5.2. Consent Administrative Penalty No. CCC-20-AP-01 (Tivoli Cove Homeowners Association, Malibu, Los Angeles Co.)

Public hearing and Commission action on proposed imposition of administrative penalties, requiring the owners of property located at Latigo Shore Drive, Lot 1 of Tract Map 37848, City of Malibu to pay penalties for violations of the public access provisions of the Coastal Act at that site, which, if unpaid, could result in the recordation of a lien on the property. Appeal by Commissioners Wilson and Brownsey of decision of County of Santa Barbara granting permit to Cosmoledo Trust for demolition of 2,634 sq.ft. home, 384 sq.ft. attached carport, and 794 sq.ft. of wood decking, and construction of 10,086 sq.ft. residence, including 2,403 sq.ft. basement garage constructed at grade level, pool, retaining walls, hardscaping, landscaping, and 1,320 cu.yds. of grading at 711 Sand Point Rd., Santa Barbara County. a.  City of Laguna Beach LCP Amendment No. 2-19 (LCP 5-LGB-20-0004-3)

Public hearing and action to extend time limit for Commission action up to one year for certification of City of Laguna Beach LCP Amendment No. 2-19. Amendment No. 2-19 would amend the Implementing Ordinances (LIP) portion of the certified LCP to create new section for waiver of de minimis development, create new section for waiver of public hearings for certain minor development; provide clarifications to existing repair and maintenance provisions; eliminate blanket need for Design Review for all CDP applications; and provide clarification of an entitlement's effective date when a project is appealed to, and approved by, the Coastal Commission.
