Public hearing and action on request by the City of Laguna Beach to amend the Implementation Plan (IP) portion of the certified Local Coastal Program (LCP) to create new section for waiver of de minimis development, create new section for waiver of public hearings for certain minor development; provide clarifications to existing repair and maintenance provisions; eliminate blanket need for Design Review for all CDP applications; and provide clarification of an entitlement's effective date when a project is appealed to, and approved by, the Coastal Commission. Public hearing and action on request by the City of Encinitas to amend its municipal code (certified IP), the Cardiff-by-the-Sea Specific Plan, the Downtown Encinitas Specific Plan, the Encinitas Ranch Specific Plan, and the North 101 Corridor Specific Plan to add and revise the definitions and procedures for qualified employee housing, supportive housing, transitional housing, reasonable accommodations, and single room occupancy housing consistent with Federal and State laws. b. City of San Diego LCP Amendment No. LCP-6-SAN-19-0141-2 (Civic San Diego Dissolution)

Public hearing and action on request by the City of San Diego to amend its certified Land Use Plan and Land Development Code (IP) to return all planning and permitting functions from Civic San Diego to the City of San Diego and to incorporate the Marina neighborhood into the Downtown Community Plan area, which would modify land uses, floor area ratios and height limits within the former Marina neighborhood and eliminate the Marina Planned District. c.  City of San Diego LCP Amendment No. LCP-6-SAN-19-0142-2 (Fiesta Island) Time Extension

Public hearing and action to extend the 90-day time limit for Commission action for up to one year on request by City of San Diego to amend the certified Mission Bay Park Master Plan (LUP) to update the permitted land uses for Fiesta Island. (AL-SD)

d.  City of San Diego LCP Amendment No. LCP-6-SAN-19-0161-3 (Mission Valley Rezone) Time Extension

Public hearing and action to extend the 60-day time limit for Commission action for up to one year on request by City of San Diego to rezone the approx. 18 acres of Mission Valley community planning area within the coastal zone from Light Industrial to Open Space to bring it into conformity with its land use plan.
