b.  County of Santa Barbara LCP Amendment No. LCP-4-STB-19-0157-1 (2019 General Package) Time Extension

Public hearing and action to extend the time limit for action for one year on County of Santa Barbara's request to amend the text of the Implementation Plan of its certified Local Coastal Program to implement new regulations and revisions regarding commercial telecommunications facilities, recordable documents, floor below grade adjustment figures, delete time extensions due to economic hardship, and other minor corrections and revisions. c.  City of Oxnard LCP Amendment No. LCP-4-OXN-20-0008-1 (Short Term Rentals) Time Extension

a. City of Long Beach LCP Amendment No. 2-19 (LCP-5-LOB-19-0167-2). Time Extension

Public hearing and action to extend time limit for Commission action up to one year for certification of City of Long Beach LCP Amendment No. 2-19, which would amend the Implementing Ordinances (IP) portion of the certified LCP in order to: 1) update the definition for townhomes and eliminate zoning restrictions on side-by-side units; 2) eliminate references to commercial districts no longer in use; 3) eliminate size restrictions for single-family garages and update lot coverage and floor area calculations in single-family districts; 4) update roofing material requirements for residential districts; 5) revise screening requirements for mechanical equipment in low-density residential districts; 6) provide guidelines to determine curb cut closures and require underground utilities in new projects; 7) define the standing required and timeline for land use decision appeals; 8) update school siting requirements; and 9) eliminate the zoning code restriction on the maximum number of zoning regulation amendments per year. b. City of Long Beach LCP Amendment No. 3-19 (LCP-5-LOB-19-0168-3). Time Extension

Public hearing and action to extend time limit for Commission action up to one year for certification of City of Long Beach LCP Amendment No. 3-19, which would amend the Implementing Ordinances (IP) portion of the certified LCP in order to: 1) add definitions and provide regulations for currently undefined land uses; 2) modify development standards for distances between multiple structures on a single property within residential zoning districts, parking requirements for non-conforming historic landmarks, the definition of gross floor area, fence regulations, and rooftop solar collector height exceptions; and 3) update noticing requirements. Appeal by Citizens About Responsible Planning of City of Long Beach's action to grant permit with conditions to Panattoni Development Company, Inc. for demolition of existing pipeline structures and development of two concrete tilt-up industrial buildings (91,700 sq. feet and 47,500 sq. feet at 35-feet high) with on-site parking and landscaping and lot line adjustment to reposition existing undeveloped parcels at 300 North Studebaker Rd., Long Beach, Los Angeles County.
