Meeting Notice of the Delta Independent Science Board

In accordance with the Governor’s Executive Order N-25-20 issued on March 12, 2020 and the Governor’s Executive Order N-29-20 issued on March 17, 2020, the Delta Stewardship Council will continue to provide opportunities for remote participation by Delta Independent Science Board (Delta ISB) members, staff, and the public with prudent measures to reduce community transmission of COVID-19.
Members of the public may observe the meeting via the webcast outlined below. If you have an oral public comment during the meeting, please email the meeting clerk at disb@deltacouncil.ca.gov and provide your name, organization (if applicable), and the agenda item you wish to comment on. Please be on mute until prompted by the Chair to provide your comment. If you prefer to provide written comments, please email the meeting clerk the message that should be read to the Delta ISB during the agenda item.

Purpose:
The Delta ISB will meet regarding its current reviews and efforts. This includes a discussion on the proposed amendments to the current operating guidelines. Based on the discussion, the Delta ISB may take action to amend its operating guidelines. In addition, the Delta ISB will hold an election for the new Chair-elect, as the position is currently vacant.

The Delta ISB last revised its operating guidelines in December 2015. At this meeting, the Delta ISB will discuss its operating guidelines and proposed amendments. The Delta ISB may take action to amend its operating guidelines.

6. Election of the New Delta ISB Chair-elect (Action Item)
 
The Chair-elect position has become vacant since the resignation of the prior Chair-elect from the chairship on May 8, 2020. The Delta ISB will discuss the election of a new Chair-elect and may take action to elect a new Chair-elect from its existing membership, whose chairship would begin immediately.

7. Delta ISB Updates and Discussion on Current Activities
 a. Ecosystems (Non-native Species) Review
  The Delta ISB is in the process of reviewing the adequacy of the science by various programs to predict and explain the effects of non-native species in Delta ecosystems, and the potential for controlling current and future invaders. For more information on the scope of the review, please refer to the Delta ISB’s ecosystems review prospectus.
 b. Monitoring Enterprise Review
  The Delta ISB is undertaking a broad review of the Delta monitoring enterprise, which is the full suite of monitoring activities that occur in the Sacramento-San Joaquin Delta and Suisun Marsh. The review has two components. Component 1 is the development of a comprehensive inventory of monitoring activities in the Delta, which is now complete (see Component 1 summary). Component 2 is the Delta ISB’s assessment of the Delta monitoring enterprise, which will be based on the information obtained in Component 1 and other information gathered by the Delta ISB during its review.  c. Water Supply Reliability Review
  The Delta ISB is undertaking a review of the scientific efforts and methods by various programs to estimate and evaluate water supply reliability that could identify areas for improved coordination and future research for the Delta.  d. Science Needs Assessment
  Based on the recommendations from the Delta ISB and the endorsement of the Delta Plan Interagency Implementation Committee, the Delta Stewardship Council is planning a public Science Needs Assessment Workshop in the fall of 2020. The workshop will identify key science needs to provide long-term management insights in the context of rapidly changing environments and recommendations for organizing the science enterprise to better address complex and changing problems. In preparation for the workshop, the Delta Stewardship Council is hosting a four-part virtual discussion series from late April to September 2020 that will highlight workshop topics.  e. Interagency Ecological Program Review
  The Delta ISB has completed its review on the Interagency Ecological Program’s ability to provide science to support management of the Delta (see final report), and will discuss recent and upcoming outreach efforts

 Staff will provide a summary of any action taken at the meeting and of any follow up items for individual members to address after the meeting.

 The Delta ISB will take public comments on topics within its jurisdiction that are not on the agenda.

The Delta ISB is independent of the Council and is not under ex parte restrictions.
