Meeting Notice of the Delta Independent Science Board

In accordance with the Governor’s Executive Order N-25-20 issued on March 12, 2020 and the Governor’s Executive Order N-29-20 issued on March 17, 2020, the Delta Stewardship Council will continue to provide opportunities for remote participation by Delta Independent Science Board (Delta ISB) members, staff, and the public with prudent measures to reduce community transmission of COVID-19.
Members of the public may observe the meeting via the webcast outlined below. If you have an oral public comment during the meeting, please email the meeting clerk at and provide your name, organization (if applicable), and the agenda item you wish to comment on. Please be on mute until prompted by the Chair to provide your comment. If you prefer to provide written comments, please email the meeting clerk the message that should be read to the Delta ISB during the agenda item.

Curtailment of Delta ISB Activities|
As discussed at the Delta ISB’s September 17, 2020, meeting, members of the Delta ISB are now acting as unpaid volunteers. The State of California has not yet secured a way to financially compensate Delta ISB members for its activities, as they have done in the past. The timetable to resolve this issue is unknown. This status necessitates curtailing the agenda and activities of the Delta ISB to a much lower volunteer level. Consequently, substantial delays in many of the Delta ISB’s anticipated and legislative mandated reviews, products, and activities are expected. The Delta ISB looks forward to returning to its high level of productivity as soon as the State resolves this issue.
The Delta ISB will meet to discuss the Science Needs Assessment Workshop, which occurred from October 5 to 6, 2020, and will discuss next steps, including the outline of the report. In addition, Dr. Jay Lund of the Delta ISB will present an overview of water supply reliability and Delta conveyance to help get new Delta ISB members acquainted with the topic.

3. Informational Item and Discussion on Science: Water Supply Reliability and Delta Conveyance

The Delta ISB is undertaking a review of the scientific efforts and methods by various programs to estimate and evaluate water supply reliability (see prospectus). At the meeting, Dr. Jay Lund of the Delta ISB will present an overview of water supply reliability and Delta conveyance to help acquaint new members on the topic.
4. Science Needs Assessment: Orientation, Discussion, and Outline of Report

Based on the recommendations from the Delta ISB and the endorsement of the Delta Plan Interagency Implementation Committee (DPIIC), a long-term Science Needs Assessment is being developed, as part of the Delta Science Funding and Governance Initiative. The Science Needs Assessment will identify key science efforts to provide long-term management insights in the context of rapid environmental change and recommendations for organizing the science enterprise to better address complex and changing problems. At the meeting, Dr. Steve Brandt and Dr. Jay Lund of the Delta ISB will provide an orientation of the project to new Delta ISB members, discuss the Science Needs Assessment Workshop, including next steps, and provide an overview of the report outline.
