 1. Welcome and Introductions
Delta Plan Interagency Implementation Committee (DPIIC) members will have the opportunity to share critical updates with other DPIIC members and to comment on the summary of the March 2, 2020 DPIIC meeting.
  2. Ecosystem-based Management
Based on discussions from the March 2020 DPIIC meeting, the DPIIC will continue to explore how to build on, integrate, or learn from existing programs to accelerate ecosystem-based management in the Sacramento-San Joaquin Delta watershed. Committee members will hear about two programs, the Central Valley Project Improvement Act (CVPIA) and the Incidental Take Permit (ITP) for the State Water Project (SWP), intended to carry out ecosystem-based management principles.
   a. Central Valley Project Improvement Act
The U.S. Bureau of Reclamation’s Dave Mooney and the U.S. Fish and Wildlife Service’s Donald Ratcliff will provide an overview of the CVPIA and how it implements ecosystem-based management principles. They will also discuss how agencies can continue to collaborate in support of the CVPIA’s goals.
   b. Incidental Take Permit for the State Water Project
At the end of March, the Department of Fish and Wildlife issued a new ITP for the SWP. This permit governs the operations of the SWP and enables the Department of Water Resources to operate in compliance with the California Endangered Species Act. DWR’s Lenny Grimaldo will provide an overview of the recently issued ITP.
   Committee Discussion: How can DPIIC agencies build on these efforts and boost ecosystem-based management in the Delta watershed?
  3. Actions to Achieve Ongoing, Consistent, and Reliable Science Funding
   At its November 2019 meeting, the DPIIC endorsed three priority actions to begin implementing the Delta Science Funding and Governance Initiative: implement common accounting and reporting protocols and coordinate critical review of science funding in the Delta; support and participate in an update of the Science Action Agenda (SAA); and conduct a workshop and assess the science needs in the Delta under a rapidly changing environment. The following agenda items report progress thus far on these priority actions.
   a. Science Approaches during Increasingly Rapid Environmental Change
    The Delta Independent Science Board’s Steve Brandt will provide highlights of recent panel discussions among leaders and stakeholders about the scientific knowledge and governance needed to develop a bold strategy for forward-looking science in the face of rapid environmental change.
   Committee Discussion: What scientific knowledge do you consider necessary for informed decision-making given climate change uncertainty?
   b. Linking Science Efforts to Policy and Decision-Making
    The Delta Science Program is beginning the process of updating the SAA, a four-year science agenda for the Sacramento-San Joaquin Delta that prioritizes and aligns science actions to achieve the objectives of the Delta Science Plan. The Delta Science Program’s Henry DeBey and Rachael Klopfenstein will provide an overview of activities related to the update and ask Committee members a few key SAA-related questions to gather data via Mentimeter.
   Committee Discussion: What is your overall familiarity with the current SAA? How do you or your organization use the 2017-2021 SAA? What is your top management question that should be considered during the SAA update process?
   c. Effective Use of Current Science Funding
    The U.S. Bureau of Reclamation’s Mario Manzo will present the first Delta Crosscut Budget Report, an initial step in developing common accounting and reporting protocols to track and understand science funding over the long-term.
   Committee DiscussionWhat was your agency’s biggest challenge to providing accurate and complete information? How do you anticipate using the Delta Crosscut Budget Report?
  4.Closing Remarks and Committee Business
   Committee members may discuss committee business and potential highlights of the next meeting.
  5. Public Comment
  In accordance with the Governor’s Executive Order N-25-20 issued on March 12, 2020, and the Governor’s Executive Order N-29-20 issued on March 17, 2020, the Delta Stewardship Council (Council) will continue to provide opportunities for remote participation by DPIIC members, staff, and the public with prudent measures to reduce community transmission of COVID-19.
