In accordance with AB 361 (Government Code §11133), the Council will provide for remote participation by DPIIC members, staff, and members of the public. As such, this meeting will be conducted entirely remotely via Cal-Span and Zoom; there will not be a public, in-person access location.

The meeting may be observed via Zoom ( or telephone at (669) 900-6833 with webinar ID 821 7419 8814. Attendees will be automatically muted upon joining the meeting. If you prefer a view-only option that does not require registration, the meeting will also be webcast on Cal-Span:

Members of the public interested in providing comments should join the meeting via Zoom and contact the clerk via email at [email protected] or telephone at (916) 798-9817, providing their name and organization (if applicable). When called, the attendee will be unmuted and able to provide oral comment (this process is the same for Zoom and telephone attendees). Alternatively, comments may be emailed to the clerk to be submitted to the members for their review. Written comments submitted to the members pertaining to a noticed agenda item will be posted on the Council’s website with the meeting materials.

The agenda items may be considered in a different order pursuant to the determination of the chair. At the discretion of the chair, all items appearing on this agenda, whether or not expressly listed for action, may be deliberated upon and may be subject to action.
1. Welcome and Introductions
Committee members will have the opportunity to share relevant updates with other Delta Plan Interagency Implementation Committee (DPIIC) members and to comment on the summary of the July 12, 2021 DPIIC meeting
2. Ecosystem-based Management during Drought
Moderated by State Water Resources Control Board Chair Joaquin Esquivel, this panel will explore how DPIIC agencies can move toward risk-based management and planning for the long-term health of the Delta ecosystem.

  • Maurice Hall, Vice President-Ecosystems and Water, Environmental Defense Fund
  •  Committee Discussion: What are we doing well? Where do we need to improve? What can we do to incorporate ecosystem-based management practices to better manage risk?

    Committee Action: The Committee will consider recommending actions DPIIC members could take to improve or accelerate ecosystem-based management of the Delta watershed.
    3. Delta Restoration: Formation of the DPIIC Restoration Subcommittee
     The Delta Plan Chapter 4 Amendment recommends the creation of a DPIIC Restoration Subcommittee to support implementation of the broad, landscape scale changes necessary to restore ecosystem functions in the Delta and Suisun Marsh. Delta Conservancy Executive Officer Campbell Ingram and Delta Stewardship Council Deputy Executive Officer for Planning Jeff Henderson will present initial planning related to formation of a restoration subcommittee.
     Committee DiscussionHow can this subcommittee add value to your organization and collective efforts to reduce barriers to restoration?

    Committee ActionThe Committee will be asked to commit key staff to a series of initial meetings beginning first quarter 2022.
    4. Delta Science: Science Action Agenda
     The Delta Science Program is currently updating the Science Action Agenda (SAA). The SAA is a four-year science agenda for the Delta that prioritizes and aligns science actions to inform management decisions, fills gaps in knowledge, promotes collaborative science, builds the science infrastructure, and achieves the objectives of the Delta Science Plan. Senior Environmental Scientist Rachael Klopfenstein will present the updated draft science actions and request that agencies submit comments through the public review process.
    5. Closing Remarks and Committee Business
     To guide creation of DPIIC meeting agendas for 2022, Committee members may propose themes or topics for the 2022 DPIIC meetings.
