Item !6.Amending Order Number R8-2015-0023,Waste Discharge Requirements and Master Reclamation Permit issued to El Toro Water District's Water Recycling Plant, Orange County -This Order proposes to add and/or modify discharge specifications and provisions, monitoring and reporting requirements and findings of fact to acknowledge the designation of the Santa Ana Regional Water Board as the sole regional water board to regulate the treatment, production and distribution of recycled water from ETWD's facilities within the jurisdictions of the Santa Ana and San Diego Regional Water Boards, include requirements for the application of recycled water at agronomic rates for landscape irrigation use and update the contact information for the facility. Order Number R8-2019-0052.

Item !7.Amending Order Number R89-2013-0014, Waste Discharge Requirements and Master Reclamation Permit issued to the City of Anaheim's Water Recycling Demonstration Project, Orange County -This order proposes to increase the authorized design capacity of the regulated facility for the production and distribution of recycled water for current Phase I operations, conditionally increase the design capacity for the future Phase II treatment capacity expansion, include requirements for the application of recycled water at agronomic rates for landscape irrigation use, modify the monitoring and reporting program and update the contact information for the facilityOrder Number R8-2019-0053.

Item !8.Waste Discharge Requirements for Christopher Development Group, Sunflower Residential Development Project, City of Rialto, San Bernardino County - Authorizing discharges of 0.13 acre of fill to an unnamed ephemeral tributary of Santa Ana River, Reach 4. The discharge of fill is associated with the construction of a residential development of 55 single family homes and 118 attached townhomes on a 15.44-acre parcel. The U.S. Army Corps of Engineers did not take jurisdiction over the proposed discharges. Order Number R8-2019-0061.

Item 9. California Water Resiliency Portfolio (Executive Order N-10-19) - This order directs the secretaries of the California Natural Resources Agency, Cal EPA (including the Water Boards) and the California Department of Food and Agriculture to identify, assess and prioritize a suite of complementary actions to ensure safe and resilient water supplies, flood protection and healthy waterways for the state's communities, economy and environment (Information item).

Item 10. Report on the Investigation of PFAS Staff from the Site Cleanup Program will provide an overview of the newest family of emergent compounds known as PFAS. The presentation will include a description of the background and historical use of PFAS; the federal and state regulatory standards for PFAS in drinking water; the ongoing research by California agencies; and the Water Board's state-wide investigations of PFAS impacts from landfills, airports and metal electroplating shops (information item).

Item 11. City of Beaumont Update and Project Extension Request Regional Board staff will provide an update of issues related to the operation and expansion of the City of Beaumont's Wastewater Treatment Plant and the City's compliance with the Executive Officer's Water Code Section 13267 Investigation Order. The update will also include the City's compliance with their Salt Management Plan, Maximum Benefit program commit-ments, as specified in the Basin Plan. Lastly, Board staff will provide a progress report on the City's Wastewater Treatment Plant Expansion and Brine Line construction projects and ask the Board to consider the City's request for a 6-month extension of the project deadline (action item).

Item 15. Regional Board Member and Executive Officer Communications  Regional Board Members and the Executive Officer may discuss meetings, communications, correspondence or other items of general interest relating to matters within the Board's jurisdiction. There will be no voting or formal action taken
Item 16.Closed Session - At any time during the regular session, the Regional Board may adjourn to a closed session to:
 a.Consider evidence received in an adjudicatory hearing and deliberate on a decision to be reached based on that evidence (Government Code Section 11126(c)(3));
 b.consider the appointment, employment, evaluation of performance, or dismissal of a public employee or to hear complaints or charges brought against a public employee, (Government Code Section 11126(a)(1));
 c.discuss significant exposure to litigation (Government Code Section 11126(e) (2)(B)(i));
 d.discuss whether to initiate litigation (Government Code Section 11126(e)(2) (C)(i)); and
 e.discuss pending litigation in the following matters (Government Code, §11126, subdivision (e)):
